About the role
We are looking for an experienced UK-based Senior Systems Analyst to join Barnet Council and take ownership of our Oracle Cloud Payroll solution that is going live in April 2025.
The Payroll Senior Systems Analyst must have experience with the payroll and associated modules, such as OTL, expenses, compensation and absence, in a multi-assignment environment with a number of payrolls. Additionally, the candidate will be providing level 2 application support and ideally have experience working on an applications support helpdesk.
Barnet Council has a broad self-service implementation following the "adopt not adapt" principle, supporting over 3,000 employees with multiple legal entities and payrolls that also encompass Oracle ERP and EPM cloud applications.
Working as a Senior Systems Analyst within our talented Oracle in-house delivery team, you'll be responsible for leading the design, delivery, and continual evolution of our solution. This will mean providing strategic leadership, driving innovation, and ensuring that the benefits of our Oracle products are fully realised and meet the expectations of the organisation.
To do this, you'll need a varied skill set across all elements of application support, product management, including some technical knowledge, business analysis, and stakeholder engagement. There will be a close working relationship between the HCM Senior Systems Analyst (already in post) given the interdependencies between HCM (Human Capital Management) and Payroll.

About you
To be considered for the role, you'll need a proven track record of experience in a similar role utilising best practice methodologies, ideally in a large and complex organisation. In addition, you'll need:
- Proven experience with Oracle Payroll, and a good understanding of interrelationship with other Oracle Cloud modules.
- Excellent client facing skills and ability to liaise with clients at all levels.
- Excellent communication skills, both written and verbal.
- Strong problem-solving skills and the ability to develop solutions that make best use of the technology and resources available
- The ability to provide innovative, creative and practical solutions, whilst delivering value
- Ideally have experience of large organisations and/or local government.
- Coach and develop other members of the team
