We have an exciting opportunity for an interim HR Policy and Reward Manager to join us!
This is a full-time, 12-month fixed term role with hybrid working, and a salary of £48,601 - £53,120 per annum.

This is an exciting 12-month opportunity for an HR Policy and Reward Manager to cover a period of maternity leave. The successful candidate will play a key role in shaping our HR policies, employee wellbeing initiatives, and pay and benefits strategies.
The Role:
As HR Policy and Reward Manager, you will lead the development and implementation of reward and employee benefits, HR policies, and pay and benefits strategies, ensuring RBWM remains a competitive and attractive employer. You will work closely with stakeholders across the council to deliver an effective and future-focused HR function that supports workforce engagement, retention, and compliance.
Key Responsibilities:
1. Employee Wellbeing – Develop and implement wellbeing initiatives that enhance workforce health, satisfaction, and engagement.
2. Reward & Retention – Design competitive pay structures and benefits programmes to attract and retain high-quality talent.
3. HR Policy & Compliance – Lead on the development, review, and implementation of HR policies, ensuring alignment with legislation and best practices.
4. School & Partner Support – Act as the primary HR liaison for schools and academies, supporting HR policy development and pay advice.
5. Data Protection & Compliance – Ensure HR operations align with data protection and privacy regulations.
6. Team Leadership – Manage and develop a team of HR Officers, fostering a culture of collaboration and professional growth.
What We Are Looking For:
We are seeking a proactive and experienced HR professional with strong expertise in policy development, reward structures, and employee wellbeing. The ideal candidate will have:
* A Level 5 CIPD qualification or equivalent experience in HR.
* Proven experience managing an HR team and leading strategic HR initiatives.
* Strong knowledge of UK employment law, pay structures, and benefits administration.
* Ability to develop HR policies and procedures that comply with legislation and support organisational objectives.
* Excellent communication and stakeholder management skills, with experience presenting to senior leadership.
* Experience with HR systems.
* Experience in local government HR functions.
