Job Description
The salary for this role is £48,376. Onsite working is expected for 3 days each week, however, we actively support requests for flexible working.
This role is to be based at the following site: Culham, Oxfordshire.
This role requires employees to complete an online Baseline Personnel Security Standard (BPSS), including The Disclosure & Barring Service (DBS) checks for criminal convictions and possibly a search of open source data.
The Role

As Training, Development and Recruitment Manager, you will play a pivotal role in supporting the entire division by leading the delivery of training, development and recruitment activities, as well as acting as a single point of liaison between the division and relevant central functions of the UKAEA. You will be responsible for understanding the requirements of the division, implementation of UKAEA processes and the function of other divisions and support teams, in order to advise the division on the most effective ways of utilising the division’s training and outreach budget, and subsequently implement this.
Key Accountabilities:
* Ensure that your behaviour and work promotes the safety, health and welfare of yourself and your colleagues.
* Actively promote the UKAEA’s values, championing a culture of equality, diversity, and inclusion.
* Manage the delivery of training across the division to meet operational and strategic requirements, through liaison with the UKAEA’s Learning and Development team, Procurement team, Managed service provider and Third-party training providers. Review and follow up on feedback.
* Deliver value-for-money, ensuring that the training and outreach budget is used to maximise development opportunities, and grow the capability and reputation of the division in line with the divisional strategy.
* Lead the creation and delivery of internally generated training content for both internal and external courses relevant to the technical expertise of the division, inclusive of new starter inductions and other staff related training.
* Work with stakeholders across the organisation establish, manage, develop and implement skills and competency frameworks, succession management plans and career pathways.
* Work with divisional hiring managers to ensure a sufficient talent pipeline through liaison with the UKAEA’s Talent Acquisition team, Agency Supplied Worker team, and the Early Careers team.
* Establish, communicate, and implement development opportunities, including internal UKAEA placements and external secondments, in collaboration with the UKAEA’s Secondment team and Early Career’s team.
* Act as the point of contact for any issues related to the division’s academic engagement (e.g., work experience students, summer students, year in industry placements, Master’s students, PhD students, conferences, technical meetings and paper publication).
* Regularly analyse the workforce to identify current and future talent needs. This involves assessing skill gaps, forecasting future requirements, and developing initiatives to attract, retain, and develop talent in conjunction with the Project Delivery Group (PDG).
* Enact position management in compliance with UKAEA procedure within the division. Working alongside the PDG Group in relation to recruitment, succession planning, training and development.
* Act as liaison between the division and the UKAEA central teams such as the People and Culture team, to ensure all programmes, including, talent acquisition, performance management, succession planning, recruitment and training, are directly linked to the strategic goals and business plan of the organisation, providing tactical support and strategic planning within the division.
* Represent and promote the divisions innovative offerings and technical specialisms both internally and externally.
Work in accordance with UKAEA policy and undertake any other reasonable tasks or duties requested by your manager.
Qualifications
Essential:
* Degree or equivalent level in relevant STEM subject.
* Experience in a training and development role
* Excellent verbal and written communication skills, including speaking in front of an audience.
* Ability to solve problems in a proactive manner and apply appropriate attention to detail.
* Ability to constructively interact with a variety of stakeholders at all levels of the business.
* Ability to prioritise workload and resolve conflicting interests.
* Experience managing a budget.
* Demonstrably proficient in the Microsoft Office Suite, in particular Word, Excel and PowerPoint.
Desirable:
* Experience in role definition, skills development or process improvement.
* Experience in developing and delivering training courses.
* Experience in recruitment and interviewing.
* Experience working within multi-disciplinary teams.
* Proficiency using SharePoint.
