Job Purpose: The post holder will report to a Business System Manager and is responsible for the identification and design of system needs and requirements, via change analysis, supporting on project management, and the delivery of training for allocated business information case management solutions. The post holder will have significant contact with key stakeholders (such as senior leadership, system users, and external software suppliers) in order to explore and record change analysis requirements and manage the change process to ensure benefits realisation. Due to the expertise required in designing the system requirements/solutions, this post will also deliver and supply training and support of the business Information Systems and processes. This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English. Key Responsibilities: To identify and develop (via user engagement or horizon scanning) requirements for allocated Information Systems in Devon County Council and their interfaces with corporate Information Systems. To liaise with stakeholders on their needs and requirements of the system, and to communicate what is achievable, including limitations of the software. To co-ordinate the delivery, development and continual improvement of key Information Systems, business systems training courses for DCC staff, partner agency staff and other business systems users. The provision of specialist training and ad-hoc training sessions as required. This includes providing training documentation, exercises and ensuring there is a robust training system and appropriate learning environments. To collaborate with the Data Analytics Lead to maximise value of case management data and analytics requirements. To provide project change analysis and project support from initiation to completion. This will include: the development of business cases and project initiation documents working with key stakeholders to produce agreed plans and make the best use of resource available the creation and management of packages of work the production of highlight reports for Project Boards To develop and document existing and new business processes and innovative ways of working, consulting with relevant staff groups to ensure government requirements and business needs are met. Communicate with senior leaders, as required, to ensure proportionate and effective system changes take place at agreed times and do not adversely affect business operations. To ensure Information Systems are configured and aligned to business processes, this includes the creation of e- and workflow design. Identifying and specifying reporting requirements for e-forms. The identification and logging of system faults, liaising with end users, system providers and technical staff hosting the systems to resolve issues.
