Description
The Learning & Development (L&D) Manager will operationally manage the Learning & Development function and will work with closely with the Head of HR to develop a Learning & Development strategy for the Federation. They will lead a small team and be responsible for regular assessment of learning needs for elected officials, representatives and HQ employees and ensuring that appropriate learning interventions are planned and aligned with organisational objectives.
Key Responsibilities
Support the Head of HR to develop and deliver an L&D Strategy for PFEW.
Line manage the L&D Team (2x Trainers and 1x L&D Advisor):
* Provide good quality, motivational line management of the L&D team to ensure that the function performs to the highest possible standard.
* Ensure that the team has a clear workplan of objectives outlining what they are working towards.
Ensure that there is an effective organisational learning plan in place which is aligned with PFEW objectives:
* Design and implement mechanisms for comprehensively and methodically evaluating individual, team and organisation-wide learning needs for reps, elected officials and staff.
* Develop annual training and learning plans which address the identified learning needs of reps, elected officials and staff.
* Ensure that a wide range of L&D activities are available to meet learning needs to promote a blend of remote, online and classroom learning experiences to meet difference learning preferences.
Implement organisational learning plan:
* Liaise with internal Trainers to ensure that they are utilised effectively.
* Oversee, or where appropriate personally develop training and learning content and author online learning activities.
* Oversee the procurement of external suppliers ensuring that they are appropriately vetted and high quality and that their performance is monitored.
* Ensure that The Hub and Cognita LMS are up to date.
Evaluate the impact of L&D within PFEW:
* Ensure that all learning activity is logged, including all key information needed for evaluation.
* Ensure that all learning activity is evaluated in terms of satisfaction and learning transfer.
* Draft regular management reports against KPIs and milestones, using qualitative and quantitative data.
Scope and oversee the implementation of accredited learning for representatives and other groups where appropriate.
Work with the HR Data Specialist to ensure that all systems are effectively supporting the work of the L&D function.
Under the guidance of the Head of HR, draft and review L&D-related policies and procedures.
Operationally manage the L&D budget:
* Check and sign off invoices and payments against budgeted expenditure.
* Monitor progress against budget and be proactive in identifying any potential overspend.
* Support Head of HR in the budget planning process.
Skills, Knowledge and Expertise
* A solid background in L&D, with up-to-date knowledge of L&D practices and challenges, gained at the equivalent of at least Partner level.
* Hold or working towards CIPD Level 5 or equivalent qualification within Learning.
* Experience of conducting Learning Needs Analysis implementing the results.
* Experience of using LMS systems (Cognita) with strong MS Office skills.
* Proven experience and knowledge of the principles of effective training design and delivery.
* Ability to manage budgets and costs.
* Experience of team management or supervision, or an understanding of effective management skills.
* Excellent organisational and prioritisation skills and ability to manage multiple projects.
* Excellent written and verbal communication skills with the ability to influence and work effectively with senior stakeholders.
