Learning & Development Manager

The salary for this role is circa £45,
You will benefit from participating in the Civil service pension, which provides an employer contribution rate of 27%
You will have 26 days’ holiday, rising to 29 days after two years’ service, with the option to buy up to five days extra annual leave.

Key Responsibilities:
•Strategic leadership
This role will be responsible for the development and delivery of a learning and development strategy that incorporates digital and creative solutions to enhance organisational capabilities. This role will build cross team links both in People Services and business to drive implementation of the L&D strategy. This role will build and maintain strong relationships with senior leaders and key stakeholders across the organisation to support learning and development initiatives. Lead the L&D team, ensuring high performance and alignment with strategic goals.
•Learning needs analysis.
This role will be responsible for effective identification of knowledge, skill and capability requirements aligned to workforce planning and translating these into plans to build the skills and capabilities needed.
•Core offer & programmes.
This role will be responsible for the design and oversight of the learning and development offer and programmes to support the development of talent. This role will continuously analyse effectiveness to improve outcomes and inclusion. This role will ensure the L&D offer meets both operational and strategic learning needs. This will include the Commission’s Apprenticeship offer and levy management and any future talent development programmes.
•Service Delivery.
You will be responsible for the efficient and effective delivery of the L&D offer and will use evaluation processes to demonstrate impact and value for money. You will lead and motivate a learning and development team to provide professional, relevant, and effective solutions and will be responsible for the Commission’s learning & development budget.
•Data & systems.
You will be responsible for the capture, management and reporting of learning and development data. You will help us get the most from our system to enable efficient and effective learning.
•Change Management.
You will contribute to change initiatives and projects where learning & development needs are required to manage change and transition for colleagues. You will role model our Ways of Working which enable a culture of openness, accountability, and collaboration.
Person Specification:
•You will have proven experience of designing and implementing a learning and development strategy.
•You will have strong leadership and team management skills, capable of motivating others and driving change.
•You will have experience of managing a centralised budget and ensuring effective service delivery to deliver value for money.
•You will have a positive, motivational style, role modelling a growth and learning mindset.
•You will have significant experience in the design and development of learning solutions to meet both strategic and operational business needs.
•You will be able to think strategically and will possess effective planning and analysis skills to manage service delivery.
•You will have excellent stakeholder management and communication skills, capable of engaging with executive colleagues.
•You will be highly organised and able to manage a broad portfolio of activities
•You will be confident working with data and possess analytical skills allowing you to obtain insights from data
•You will be experienced in using digital solutions to design and deliver effective development products and services.
•You will have experience in the management of Apprenticeships and will be familiar with apprenticeship levy management.
•Proven experience of leading and implementing change initiatives
•You will have excellent relationship management, influencing, facilitation and presentation skills.
Desirable:
•Civil Service or Public Sector experience is desirable but not essential
•You will be educated to MCIPD or equivalent relevant experience
•You will hold a recognised coaching qualification (L5 or above)
