Role Purpose:
The Enabling Agreement (EA) formalises specific requirements to provide the Gambling Commission with assurance in relation to delivery of our FIC Transformation programme and adherence to specific processes. This includes confirming delivery of Allwyn’s bid commitments, completing the delivery of plans, reports and milestones, and additionally, ensuring compliance with the formal EA Change Request process where amendments to our plans are required.
The GC Engagement & Assurance team play a critical role in meeting the obligations of the enabling agreement, and ensuring Allwyn is able to demonstrate such compliance with these requirements. Firstly, by providing a consistent interface between and alongside the delivery teams to the Commission, engaging with the Commission on a daily basis, both informally and across a number of set governance meetings, and facilitating open and regular communication and actioning feedback to enhance positive ongoing relationships. To support this communication, the team is expected to work closely with our Executive team, Legal, Regulatory and Finance teams and the Transition Delivery team to drive accuracy, consistency and quality of information and supporting formal submissions such as Board reports and transition artefact delivery.
The second key function of this team is the coordination and production of the key submissions and deliverables required under the Enabling Agreement. This includes the delivery and tracking of Change Requests, tracking and collating requested artefacts delivered periodically to the Commission throughout the programme. This team also supports and guides the process for defining and collecting of all EA Milestone assurance reporting in the run up to Cutover, then tracks and monitors completion before managing the approval and sending process, and responds to any feedback provided following submission.
The team also owns the coordination and tracking of the Full Functionality Bid Commitments, to ensure a clear view is held across the business of the ownership of each commitment, delivery plans and evidence, alongside running the process of collation and validation of this evidence with the Commission to ensure the Full Functionality Completion Report is completed and signed by the Board ready for the final EA Milestone.
The Senior GC Engagement and Assurance Manager will play a pivotal role in the success of our work. This role involves supporting and deputising for the Head of GC Engagement to help drive positive engagement and outcomes with the Gambling Commission. Using knowledge of the regulatory framework of the National Lottery and expectations of the regulator, the Senior GC Engagement and Assurance Manager will help the Head of GC Engagement by providing an escalation point for the GC Engagement Team and supporting the team and wider delivery teams with advice, contributions and review that provides assurance against our regulatory outcomes and expectations.
Role Responsibilities:
Communication
1. Identify and manage relationships with internal and external stakeholders including our regulator.
2. Develop and implement effective stakeholder communication and engagement strategies.
3. Participate in stakeholder meetings, workshops, and feedback sessions to ensure alignment and buy-in.
4. Able to collaborate with and provide clear and appropriate guidance to others.
5. Ability to discern and interpret feedback and queries and establish a pragmatic and proportionate way forward to respond and resolve.
Regulatory Artefact Management:
1. Collaborate with business units to identify and collate required programme assurance artefacts for regulatory submissions/evidence.
Project Coordination:
1. Track progress of cross team objectives and provide regular updates to the Head of GC Engagement, Programme Director and other senior stakeholders.
2. Identify and mitigate risks related to the collection and submission of artefacts and team objectives.
Compliance and Quality Assurance:
1. Conduct quality assurance checks on team artefacts and responses to the regulator to ensure they meet regulatory requirements.
2. Validate consistency of approach for deliverables across the programmes.
3. Coordinate with delivery or functional teams to validate responses to queries or feedback from the regulator.
4. Provide a knowledgeable interface between delivery and the Finance Function to help manage implications of financial information requested by the regulator.
5. Stay updated on changes to regulatory timelines and requirements ensure that deliverable requirements are adjusted accordingly.
Reporting and Documentation:
1. Support the Head of GC Engagement with preparation of reports, board packs and documentation for internal and external stakeholders.
2. Document stakeholder feedback and track action items to ensure follow-up and resolution.
Deputise for Head of GC engagement and assurance:
1. In addition to the responsibilities listed above, to represent Head of GCE&A at meetings and undertake activities on their behalf, including review and sign off of materials, providing guidance and a point of escalation for members of the team.

Key Skills and Experience:
1. Proven experience in dealing with delivery against regulatory requirements and reporting.
2. Understanding and experience with dealing with sensitive regulatory relationships, preferably with the Gambling Commission.
3. An understanding of assurance/compliance methodology and quality checking.
4. Excellent communication, negotiation, and interpersonal skills.
5. Ability to manage multiple stakeholders and navigate complex organisational structure.
