Specialist Commissioner Older People and Specialist Commissioner Learning Disability and Mental Health, Trafford

Exciting opportunities have opened up in Trafford's Commissioning Directorate! We are seeking two experienced Specialist Commissioners to oversee Older People's Commissioning and Learning Disabilities, Mental Health, and Neuro Diversity.
Commissioning is a key function between the management of social care contracts and professional services. As Commissioning Lead Managers, you will play a crucial role in developing and managing contracts with providers to enhance the quality and expand services. Your responsibilities will include driving initiatives to support improved support models for residents, efficient contract management, and fostering innovation within the team.
The successful candidates will work closely with our Commissioning and Senior Leadership Team, collaborating with Health and Social Care partners to ensure integrated working arrangements. Your role will involve overseeing various contracted functions within commissioning, with a focus on continuously improving services to meet the needs of the community.

You will have overall Commissioning responsibility for other contracted functions that sit within commissioning such as Discharge to Assess, Citizens Advice, Information and advice services, Adaptations, Advocacy, and prepayment cards. You will directly manage a Commissioning officer within these areas who has management responsibility for the teams.

About the Role
* Working collaboratively with colleagues across all departments and with system partners leading the vision, transformation, and strategic direction.
* Providing commissioning leadership and developing commissioning strategies.
* Managing and matrix working within the commissioning team including across the life-course elements and across strategic and operational functions to ensure the provision of a comprehensive service offer across the Borough which meets statutory responsibilities, as laid out in health and social care legislation.
* Commissioning design services that meet local needs, are fair and accessible to all who need them and deliver good quality care and value for money. We are always reviewing what we do, driving continuous service improvement through consistent contract, quality, and performance management.
* There will be a focus on management of the market along with identifying and developing new models of support, quality assurance, management of the vacancies that exist in schemes together with improving our community offer for our residents; ensuring that our local providers provide a comprehensive high-quality person-centered range of support.
* You will support our Adult Social Care colleagues with complex cases in respect of commissioning appropriate provision and support, positively challenging provider decisions where necessary to prevent delay and meet needs.
* You will oversee the commissioning process, including managing service reviews, developments, and innovations to maximize outcomes, ensure value for money and service improvement.
* You will support your commissioning managers to achieve continuous service improvement through consistent contract, quality, and performance management of a portfolio of providers or services.

* Have experience working as a lead commissioner, ideally within adult social care, mental health, with vulnerable people and/or VCFSE services

* You will have extensive experience and knowledge in the varied aspects of commissioning and leadership.
* You will be able to focus on your area of responsibility with the ability to think and plan strategically towards improvements and efficiencies across other Trafford strategies.
* You will take personal responsibility to resolve issues and change what you do and how you do it, to be effective.
* You will have a good grasp of data and finances and be able to develop costed proposals as part of your work together with sound negotiation skills.
* Have extensive experience and knowledge and a significant understanding of the key issues relevant to commissioning.
* Experience of delivering value for money and high-quality services which deliver agreed outcomes. This will include oversight of key aspects of the Trafford 2031 vision, the health and social care system and substantial commissioning budgets.
You will also work closely with key partners within Trafford, particularly leading on strategic initiatives relevant to the integration of health and social care in Greater Manchester, working closely with partners across the Northwest. This will include managing resources (staff and budgets) as well as partnership contributions.
You must be able to demonstrate experience in managing and developing services, alongside strong leadership abilities and excellent communication and interpersonal skills.
You should also have a minimum of 2 years recognised management experience in the sector and hold a minimum of a degree or other recognised professional qualification. Project management experience is required for this post.

The post is a permanent opportunity, subject to references and completion of a satisfactory probationary period.
Flexibility will be required to work outside core hours on occasions. The office is open from 7.00 a.m. until 7:00pm but we operate an agile working policy in line with COVID requirements.
On occasion the role may require the post holder to attend provider services outside of core hours.
There will be an expectation to attend the office Trafford Town Hall a minimum of 2 days a week but may vary due to in person commitments.
