An exciting opportunity has arisen within the South West Primary Care Commissioning Dental Team to work on the planning, performance, and governance agenda, and to lead on the development of these areas at both strategic and operational levels.
We are looking to recruit a Band 8b Programme Manager (Primary Care Dental Planning, Performance, Governance) working as part of the primary care team within the South West Collaborative Commissioning Hub, which is hosted by the NHS Somerset Integrated Care Board (ICB). The Hub supports the 7 ICBs in the South West region with delivering their delegated responsibilities of commissioning primary care services. The team is responsible for working with ICBs to support the commissioning and contract management of:
1. Primary and Secondary Care Dental Services
2. Community Pharmacy
3. Dispensing Practices
4. Community Opticians
The Hub function includes engaging with ICBs and key local system stakeholders, to ensure commissioned services are responsive to evidenced local need and are in line with national commissioning guides and ICB commissioning priorities.

Main duties of the job
The successful applicant will manage a portfolio of programmes and will be responsible for the development of effective working relationships at a senior level with ICBs and a range of partners and stakeholders.
This role is focused on planning, performance, and governance within dental, and the postholder will:
* Lead on a portfolio of planning, performance, and governance work programmes for dental, working closely with the CCH team and ICBs.
* Support CCH leadership resilience in ICB engagement and partnership working.
* Develop the assurance framework approach, to ensure appropriate and detailed reporting, and to meet CCH and national requirements and the validation and quality control of key performance returns.
* Lead on development of the planning cycle, and be responsible for the development and implementation of systems, policies, and procedures to ensure compliance with delivery of the operational plan.

About the role
This role is focused on planning, performance, and governance in relation to dental services within the context of the CCH. The role will:
* Lead on a portfolio of planning, performance, and governance work programmes for dental, working closely with the CCH team and ICBs.
* Develop the assurance framework approach, to ensure appropriate and detailed reporting, and to meet CCH and national requirements and the validation and quality control of key performance returns.
* Lead on development of the planning cycle, and be responsible for the development and implementation of systems, policies, and procedures to ensure compliance with delivery of the operational plan.
* Lead on governance and performance processes within the team, inclusive of complaint/FOI management, embedding operational contractual policies such as mid-year and year-end into ways of working, audit compliance and response, and supporting the development of other operational processes.
* Be responsible for monitoring the compliance of corporate processes and reporting to governance and commissioning committees.
* Development of the team risk strategy and risk register working to ensure risk assessment, management and incident reporting are embedded within operational systems across the team to identify and mitigate risks to operational delivery of the commissioning plan.
* Be responsible for managing business continuity planning for the team.
* Lead the interpretation of information and performance data and provision of reports and advice to the CCH and ICBs.
* Provide support on contract performance issues to commissioners including writing briefing notes and exception reports.
Enable and support the delivery of primary care transformation programmes.
Develop effective working relationships between commissioning, information governance, performance management, service development, finance and clinical governance, to ensure the implications of commissioning decisions are appropriately reflected in processes within the team as well as in primary care commissioning, contracts, and agreements.
Interpret and implement complex national guidance, ensuring local policies and guidelines deliver these as appropriate.
Support the development of service specifications and the development and redesign of care pathways, to ensure commissioned services provide quality and value for money.
Manage budgetary implications of activity.
Support the organisational development agenda for the team.
Manage and actively promote relationships with key stakeholders.
As a Primary Care Programme Manager, the post holder will work as part of a dynamic team within the South West Collaborative Commissioning Hub, delivering an effective service supporting managers and staff across the Hub, ICBs, and the wider South West.

* Educated to masters level or equivalent level of experience of working at a senior level in primary care commissioning and transformation.
