Job Purpose
To support the Building Services Lead Technician in providing a customer focused service on emerging technical issues and provide an initial assessment to ensure all plant and equipment is maintained to the highest standards, minimising down time, maximising asset life cycles and delivering a value for money provision of building services. Escalate as appropriate to either the Building Services Lead Technician, MEPOperations manager or Head of Technical Services based on the severity of the issue.
Responsible for the efficient operation, first response maintenance, inspection, troubleshooting and repair of the key mechanical HVAC (Heating, Ventilation and Air Conditioning) and electrical elements within critical systems within allocated Zones of the Estate, to help ensure the Safety and Reliability of all Building Services Equipment and Systems.
Main Duties and Responsibilities
1. Proactively ensure key Building Services Plant and equipment are efficiently monitored and maintained, initiating corrective action as required. Ensure all plant equipment is compliant with legislation and all works are planned with health and safety as a top priority.
2. Operate plant and equipment and carry out proactive and performance checks. Carry out isolations in line with the appropriate safety regulations and guidance.
3. Work collaboratively, communicate and liaise regularly with key stakeholders including zone Facilities Managers, cluster Duty Managers, Service managers, building occupants, security staff, line managers, and contractors to deliver a customer focused and quality service.
4. Provide first response for breakdowns or faults, ensuring priority targets are met for reinstating critical systems. Aim to achieve first fix to return systems to operation, escalate and engage others to facilitate complex repairs or replacements. Support the efficient operation of the Energy Centre and District Heating operation.
5. Support ongoing reviews, evaluations and performance reporting across all Building Services systems to ensure safety, quality of work and that optimum efficiency is achieved. Assist with the identification and implementation of energy saving measures.
6. Detect and report defects or questionable conditions through the Estates Enquiry Management system/team and escalate to Building Services Lead Technician where appropriate.
7. Carry out regular inspections and demonstrate ownership of plant rooms, switch rooms and equipment to ensure that good standards of housekeeping are maintained and raise issues for resolution through the Enquiry Management system/drafting reports on asset conditions as appropriate.
8. Coordinate contractors and other maintenance staff access and maintenance activities locally within buildings; agree and approve local isolations and issue permits to work on relevant systems. Escalate major isolations or shutdowns to Building Services Lead Technicians.
9. Monitor and optimise Building Services Plant Equipment and Systems including the Building Management System (BMS) and Lighting Control Systems for any alarms, faults or early signals of deviation from the norm and take timely corrective action or seek assistance. Liaise with Energy Manager to ensure optimal set points. Communicate appropriately with the Building Services Lead Technician, Zonal Managers and stakeholders.
10. Isolate and reinstate fire detection and warning systems under approved permit arrangements. Escalate major isolations or shutdowns to Building Services Lead Technician, and/or Fire Engineer.
11. Deliver departmental projects and support UoG project managers, consultants, contractors and other relevant stakeholders in ensuring Soft landings of projects; assist with surveys, attend regular project briefings, training and handover sessions. Make constructive comments on future plans and suggest alternatives as appropriate.
12. Assist in the development of, review and update on asset condition information database across allocated Zone of buildings to ensure that documentation, such as Operation & Maintenance manual information and drawings, is accurate and up to date.
13. Support the Frameworks and contracts team including the monitoring of contractors to ensure relevant engineering standards are met.

The role will involve carrying out the duties of a Deputy Fire Officer.
The role will involve the ability to work flexibly and participation in stand by and call out arrangements.
Knowledge, Qualifications, Skills and Experience
Knowledge /Qualifications
Essential:
1. A1 Scottish Credit and Qualification Framework level 7 (Higher / Scottish Vocational Qualification level 3, (Higher National Certificate) in one or more of Electrical, Mechanical or Building Services. Or, the ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills in a similar role.
2. A2 Good knowledge of legislative requirements for Mechanical, Electrical, and Plumbing installations within a complex commercial or similar environment.
3. A3 18th Edition IET Regulations certification.
4. A4 Understand the theory and practical operation of the refrigeration cycle behind chilled water and AC systems.
5. A5 Understand the theory and practical operation of heating and hot water systems.
6. A6 Asbestos awareness.
Desirable:
1. B1 Knowledge of Fire, Security and Building Management Control systems.
2. B2 Control of Legionellosis certificate.
3. B3 Construction Skills Certification Scheme accreditation.
4. B4 IOSH Working Safely.
5. B5 Knowledge of SFG20 specifications.
6. B6 A full current UK Driving Licence.

Essential:
1. C1 The ability to safely isolate electrical plant and prove dead. The ability to operate lockout tag out procedures on electrical and mechanical systems.
2. C2 Strong problem-solving capabilities, interrogating complex faults within large commercial mechanical, electrical and plumbing installations.
3. C3 Good planning skills to allow the efficient and safe planning of all works.
4. C4 Customer focused with a proactive approach to working and keeping the Zone Facilities Manager, Cluster Duty Manager and customers updated.
5. C5 Exercises initiative and judgement within remit to ensure effective service delivery.
6. C6 Ability to work on own initiative and/or as part of a team and demonstrate appropriate ownership of issues or situations.
7. C7 Ability to work safely at all times and the ability to communicate and report on Statutory Health & Safety requirements/regulations.
8. C8 Strong communication skills with ability to write technical reports and or communicate verbally with Building Service Lead Technician, manager, enquiry management helpdesk, zonal Facilities team and building occupiers.
9. C9 High level of IT competency and ability to use electronic handheld devices.
10. C10 Required level of fitness to operate within a variety of different workspaces including work at height.
Desirable:
1. D1 Good record keeping skills.
2. D2 Ability to interrogate and isolate of fire and security control panels.
3. D3 Ability to operate and service air conditioning and heat pump systems.
Experience
Essential:
1. E1 Experience of operating and maintaining mechanical and electrical systems in a complex estate.
2. E2 Experience of accessing Building Management Systems and interpreting building system status.
3. E3 Experience of working with all types of Chillers, Air Conditioning plant i.e. Split systems, VRV and VRF systems, Chilled Water systems, AHUs and ventilation systems.
4. E4 Experience of the testing, commissioning and operation of HVAC systems.
5. E5 Experience of working on complex heating and hot water plant.
6. E6 Experience of fault finding and interrogation of control in Building Services systems.
Desirable:
1. F1 Experience of contributing to short-term projects within work area or as part of a larger project team.
2. F2 Previous experience of fault finding on electrical distribution.
3. F3 Experience of contributing to short-term projects within work area or as part of a larger project team.

Terms and Conditions
Salary will be Grade 5, £26,038– £30,505 per annum.
This post is full time (35 hours per week) and open ended (permanent).
