Operational Support
Support the design, development, and ongoing maintenance of implementation plans and associated work packages in collaboration with our partners and suppliers to implement the new system capability. This includes full programme management such as keeping information up to date, tracking progress, escalating plan-related issues, identifying interdependencies, conducting scenario analysis, and communicating the plan to key stakeholders in line with the programme's communication strategy.
Work with national and regional teams to design and implement national programmes that blend and complement the local PHM partnership and programme. Manage programme resources to develop, test, and deploy intelligence/intervention products and outputs. Manage risks and issues associated with the implementation and deployment of the capability. Define engagement and training strategies to ensure the solutions deliver the desired impact and outcomes. Understand the impact on ways of working and address any change and training risks. Engage with end-users, gather feedback, and co-produce training materials. Operate in a highly political and sensitive environment. Support demonstrating value for money through embedding benefits realization of agreed benefits. Identify interdependencies across projects/functions, potential impacts on wider organisations, resource requirements, and build in contingency and adjustments as necessary. Identification and sharing of best practice application relevant to the subject matter. Support the programme in demonstrating value for money for current spend through identification, tracking, and managing benefits. Design and develop Business as Usual (BAU) processes and procedures to enable a sustainable PHM infrastructure solution for the ICS. This includes Standard Operating Procedures (SOPs), resourcing profiles, determining costs, and identifying any gaps for sustainability. Support the analytics lead and management at system, place, and PCN level to embed and adopt analytics produced by the programme as part of implementation. Oversee the design and development of Communities of Practice and PCN PHM development approach and offering. Lead and/or contribute to large-scale transformation, analytics, and skills workshops, bringing together partners from across HIOW around complex challenges.
Financial and Physical Resources
Responsible for matching the available budget for each workstream to the appropriate staff resources and projects and ensuring that the budget breaks even. Coordinate the budget, monitoring expenditure against target areas. Responsible for supporting the commissioning of projects and procurement of services to support project delivery. Responsible for project budgets and authorizing payments in accordance with Programme Board direction and programme tolerances. Prepare financial reports to Directors and the Board as requested and directed. Provide advice and prepare strategic reports and briefings for directors and stakeholders. Conduct in-depth analysis, interpretation, and production of complex and multiple reports including financial returns. Act in compliance with Standing Orders and Standing Financial Instructions in discharging this responsibility. Constantly strive for value for money and greater efficiency in the use of these budgets to ensure that they operate in recurrent financial balance year on year.
Staff Management
Responsible for the day-to-day management of staff associated with the implementation of the capability, including supporting appraisals, development of staff, recruitment, and necessary processes such as grievance and disciplinary matters. If applicable, manage individual development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about individual performance and capability development. Provide advice and guidance to Project Support Officers to support and develop them in their roles.
Information Management
Develop the acquisition, organisation, provision, and use of knowledge and information. Identify and highlight exceptions and risks ensuring mitigating action can be taken to keep the programme on track. Collaboratively draft and present reports summarising status on issues, appraising outcomes, and providing progress reports for a range of stakeholder audiences including the HIOW Digital Strategy Board, HIOW ICS PMO for onward transmission to the HIOW executive delivery group, HIOW chairs, clinical executive, directors of finance, and others. Collate qualitative and quantitative information as required and lead appropriate analysis to develop robust business cases and contribute to project products. Analyse, interpret, and present data to highlight issues, risks, and support decision-making. Ensure that all project documentation is appropriate, accurate, up-to-date, and securely stored.
Research and Development
Plan, develop, and evaluate methods and processes for gathering, analysing, interpreting, and presenting data and information, working with partners. Deliver projects to comply with key performance indicators. Coordinate Research & Development initiatives, delegating as appropriate.
