The role is within the Heritage and Urban Design Team within the Manchester Planning Service – a high profile, frontline service within the City Council. We are looking for a talented, experienced heritage and urban design planner, who is committed to Manchester, and its vision, in order to realise outcomes for our residents, businesses and visitors. The Heritage and Urban Design Team is responsible for the implementation of the Council's planning policies for the ongoing physical regeneration across the whole City. We have a high number of heritage assets and a number of nationally significant development areas. The city has a diverse range of heritage assets from the highly graded Civic Complex including the Grade I listed Town Hall, to the rich industrial heritage of Ancoats and Castlefield, through to the great halls and parks including Heaton and Wythenshawe. The team is responsible for providing advice on signature heritage projects including the Our Town Hall Project, London Road Fire Station, and the NOMA estate. The team is also providing specialist input into the emerging local plan including a comprehensive Conservation Area Review, Buildings at Risk survey and action plan, and Conservation Area Regeneration Plan with Historic England. The team is also responsible for providing specialist input into urban design and heritage elements of the growth of the City Centre and a number of strategically important regeneration areas, including Strangeways, Ancoats and New Islington, Holt Town and Chorlton District, in order to create great places that bring people and communities together, attract investment and ensure that Manchester continues to thrive. The team itself is a specialist advisory team to the Planning Service, wider council and other external stakeholders such as owners, applicants, agents and heritage bodies. It is formed of specialists in heritage, design, sustainability and climate change, access, trees and buildings at risk. About the Candidate Candidates would be required to demonstrate that they have experience with complex planning and heritage applications, preferably in an urban environment for a Local Planning Authority, together with experience with key corporate initiatives. Working closely with the Planning Service’s Development Management Teams, the role would require good knowledge and understanding of the planning system and surrounding policy and legislative framework specifically related to design, historic buildings, other designated assets and climate objectives, together with relevant legislation, to ensure the City’s growth is inclusive and equitable and responds positively to the historic environment and climate change objectives. The role holder would support team members to achieve high quality outcomes for the City and its residents in line with Council priorities, and as they develop through the role show leadership and assist in the management of the Team, including deputising for the Team Manager, together with devising and monitoring team performance. The role would be office based in the Town Hall Extension in the centre of Manchester with candidates expected to undertake site visits, where initiative and professional judgement would need to be demonstrated in order to make sound planning decisions. Extensive engagement with elected members, residents, businesses and other stakeholders including heritage organisations would be a key requirement of the role in order to provide high levels of performance, customer service and deliver high quality development proposals in Manchester. There would also be close liaison with other council services to support corporate objectives and Council projects and initiatives. Candidates would be expected to show personal commitment to continuous self-development and service improvement. The role is a career graded role and in applicants will be required to demonstrate competencies and experience / qualifications in order to progress through the career grade structure.
