Description Can you ensure the delivery of specialist talent into SG and its delivery bodies? The demand for digital skills is increasing in both the public and private sectors and Scottish Government and associated bodies continue to have a significant requirement to fill digital roles across the Digital, Data and Technology professions. The Digital Recruitment Service is changing the way we recruit specialist roles. Following successful early work, we are seeking someone to lead the further design, implementation, and scaling of this specialist recruitment service to meet the needs of Scottish Government and delivery bodies. Having good strategic judgement you will be able to work across the organisation to design a modern specialist recruitment function that meets the needs of its users across a range of professions. You will bring experience of specialist recruitment and the support functions, policies, and approaches that are needed. Whilst currently focused on Digital, Data and Technology, you will be responsible for expanding the service to deliver specialist recruitment across a range of professional specialisms. Responsibilities Operating in a complex environment of emerging and changing priorities your main duties will include: Leading the development of the specialist recruitment service, in partnership with SG Resourcing leadership and Head(s) of Profession, to scale the availability of the recruitment offering to Scottish Government and relevant agencies. Work with HR, business and profession leaders to support the effective deployment of expertise based on business priorities. Lead the design, piloting, implementation and scaling of service components which will continue to improve hiring success for specialist roles, initially focusing on digital. Work with the Head of Profession(s) to understand specialist job and capability requirements and how to assess these in resourcing processes. Supports recruiters and managers on how to assess technical skills. Continuously innovate and tailor methodologies to optimise recruitment delivery effectiveness. Mediate between stakeholders at all levels, managing expectations and moderating discussions on high-risk and complex topics. Manage the budgets across the programmes, effectively managing resources to achieve programme financial and milestone goals. Find innovative solutions to unblock issues and overcome obstacles, ensuring continuous progress towards programme goals. Ensure support to the operation when embedding programme deliverables into business-as-usual processing. Responsibilities Qualifications You will need to have Chartered MCIPD, or have sufficient experience and be willing to work towards achieving MCIPD once in role. Technical / Professional Skills Operating models, structures and processes: Designs and implements specialist and inclusive resourcing services / processes that apply professional job standards and capability frameworks, and which assess a balance of technical skills, experience and behaviours. Attraction and sourcing: Develops specialist resourcing strategies based on short and longer term workforce and capability needs and specialist market data and insights. Experience: Expert understanding of specialist digital and other professional talent markets using insight and data to inform successful hiring for specialist roles. Evidence of delivering significant savings through implementing successful specialist recruitment activity. Stage two (interview and assessment): If successful at application sift, you will be invited to interview and assessment where we will test all criteria outlined in the Success Profile. If invited for further assessment, this will consist of an interview and a presentation. Assessments are scheduled for w/c 24 th March however this may be subject to change.
