We have an exciting opportunity for a forward thinking and flexible individual, with previous management experience, to lead an operational arm of the Health Care Operations Directorate as directed and to act as nominated Deputy for the Health Care Operations Manager (HCOM) as required or in their absence.
It is essential that the post holder is flexible and able to cross cover sites as necessary.
Applicants should possess a management qualification or equivalent or working towards this and have demonstrable experience of working in an NHS environment, including evidence of working at a management level.
Candidates will need to demonstrate excellent communication skills, both verbal and written and provide evidence to support their planning and organisational skills in their current role. Ideally, you will have specialist knowledge across a range of operational work practices and an understanding of the NHS political agenda.
Knowledge of NHS computer systems is an essential requirement of the post together with an understanding of Trust policies and procedures.
Shortlisted candidates will be expected to deliver a short presentation at interview as part of the selection process.
The post holder will take an active role in the day-to-day operational delivery of the directorate services. They also will be expected to take an active role in the Trust’s corporate objectives leading on some Trust wide initiatives / developments.
The post holder will assist the HCOM with the effective delivery of elective access waiting time targets and booking systems corporately within the Trust, in line with current NHS directives and legislation. They will also assist the HCOM in the implementation of the highly complex change management programme to facilitate the Trust’s transition to digital patient communications and consultations.

Duties and Responsibilities
Planning and Organisational Duties
· To raise the profile of booking services across the Trust.
· To lead and take responsibility for the development and implementation of Trust wide policies and procedures for the management of new booking systems, in line with national guidelines and local policy relating to patient access and booking.
· To lead the development and implementation of new initiatives as set out within the NHS choice agenda, monitoring their effectiveness liaising with colleagues from all disciplines, to ensure they are successfully developed and incorporated into mainstream management.
· Actively work towards eliminating waiting times in collaboration with other service managers across the Trust.
· Assist in the development and implementation of a Trust wide Access Policy ensuring accurate interpretation of national guidelines, and audit /monitor compliance of policy throughout the Trust.
· To ensure the implementation of robust booking systems across primary and secondary care, with responsibility for monitoring and auditing its success within the organisation.
· Interpret National policy appropriately in order to ensure achievement of Trust and National targets, implementing strategies that will ensure that all performance and activity targets will be achieved.
· Lead, organise and motivate staff, and be responsible for the overall performance and development of staff throughout the department.
· With the clinical teams, prepare plans which will contribute to the Trust wide Service Strategy.
· Represent the Trust internally and externally on matters relevant to the post providing advice on area of expertise.
· Oversee and monitor compliance of the appropriate booking of the 2 week cancer referrals ensuring targets are met.
· Work closely with consultants and service managers to ensure the provision of adequate capacity to meet the demands of the service across the inpatient and outpatient setting, and be responsible for ensuring recommendations for improved utilisation take place.
· Regularly undertake complex auditsto ensure Trust compliance with National targets and react and highlight problem areas.
Communications and Key Working Relationships
· To monitor patient access issues and produce reports for all Divisional Managers across the Trust as requested.
· To collaborate with Directorate Managers in the delivery of their area of the service.
· To work with the Directorate Mangers to review individual consultant activity in conjunction with the clinicians, providing complex information for discussion.
· To liaise with colleagues within the CCG assessing the impact on the Trust of reducing waiting lists, and the achievement of booking and choice targets.
· To promote and develop a multidisciplinary approach to the management of elective access, ensuring that each stage of the patient pathway is managed effectively.
· Take the lead in investigating and resolving complaints from patients and other service users providing appropriate advice and guidance where necessary.
· Maintain high profile links with all relevant stakeholders involved in the booking process both within the Trust and across local CCGs and Strategic Health Authorities.
· Ensure that systems are in place for the auditing of quality standards and patient information to facilitate continuous improvement.
· To contribute to the achievement of all Trust wide strategy and operational objectives.
· Provide analysis of and communicate service related information to Executive managers as required regarding capacity and activity position and compliance with national targets.
· Attend external and internal Trust meetings to act as an expert resource and to provide a 2 way channel of communication between staff and senior management.
· Audit and report on Waiting List information to ensure the Trust complies with National and local targets for patient access.
· Collaborate with internal and external auditors regarding the audit of the accuracy and quality of patient and systems data information.
Responsibility for Finance
· Budget holder for designated area of responsibility ensuring the overall budget achieves financial balance with the resource allocation.
· Ensure relevant resources are obtained to fund additional activity and new developments.
· To be responsible for the authorisation of expenditure and be accountable for expenditure within agreed budget limits.
· To be responsible for all procurement and maintenance of all physical assets of the department.
· Comply with the Trust’s Standing Financial Instructions with regard to business planning and budget management.
· Identification of cost improvements and service developments.
· Monitor the Health Care Operations’ budget in conjunction with the Divisional Accountant and provide the HCOM with continuous analysis and review of financial position and performance.
· Identify, implement, manage and monitor year on year cost improvement schemes.
Responsibility for Human Resources
· To ensure implementation and compliance with all Trust and Human Resource, Management Policies and Procedures for the Health Care Administration department
· Monitor that appropriate recruitment and selection takes place in accordance with Trust Policy.
· Manage the department’s sickness absence to within agreed limits and ensure that accurate records are kept and reported on.
· Provide leadership to staff and take management responsibility for designated team members.
· Manage staff resources efficiently ensuring appropriate deployment and re deployment of staff to meet service demands
· Complete Individual Performance Reviews and set realistic departmental and personal objectives for staff in line with organisation objectives and personal development
· Investigate all matters concerning staff discipline and staff grievances ensuring they are dealt with in accordance with Trust policy.
· Evaluate flexible working practices to ensure the responsiveness of the service to both staff and patients in line with the modernisation agenda
Responsibility for Health & Safety
Compliance with the Health & Safety at Work Act 1974 – the post holder is required to fulfil a proactive role towards the management of risk in all of their actions. This entails the risk assessment of all situations, the taking of appropriate actions and reporting of all incidents, near misses and hazards, and a statutory duty of care for their own personal safety and that of others who may be affected by their acts or omissions.
Responsibility for Teaching
· Implement within the department the Trust strategic training and development policy adhering to recommendations and directives
· Develop and implement Trust wide training / awareness documentation to ensure all Trust staff understand and comply with the Access Policy
· Promote an environment that supports staff through appropriate use of coaching and assessment.
· Identify own personal training objectives in line with annual individual performance review
