This is an excitingopportunity for a dynamic individual to work in our WorkforceTransformation team at the heart of our system wide approach to enabling theTen Big Ambitions of West Yorkshire. The position will be supported by the teamand focused on enabling the education, careers and health and well-being of ourpeople. The Apprenticeship programme will be a key focus. You will help shapeand support our clinical services and teams.
The successfulcandidate will be able to tell us abouttheir experience of transforming health and careservices, and will be able to show results from the work they have doneusing project and programme management methodology.Knowledge of education, clinical expansionand current policy is important. Workingwith clinical leaders and front line teams will be essential to support thepeople working in health and care across West Yorkshire.
Main duties of the job
Job Summary
To provide expertise andleadership across the workforce transformation team and key partners acrosshealth and social care to improve the health and wellbeing of local people, byreducing health inequalities, providing continuity of care and improving ourservices through workforce transformation.
The post holder will lead projectsin the Workforce Transformation Team, working closely with the Head ofWorkforce Transformation in coordinating and working with wider partners todevelop and deliver locally agreed plans and strategies.
To provide expertise and seniorleadership in translating and implementing relevant national, regional, andlocal policy initiatives into workforce transformation work streams across theWest Yorkshire Integrated system.
To hold a key role in thedevelopment of local strategic partnerships to ensure there are cost-effective educationand training options aligned to system priorities for service development.
To be the day-to-day leadresponsible for the implementation, development and co-ordination of agreed workforcetransformation priority workstreams.
The post holder will be requiredto work flexibly across broader transformation workstreams as required, basedon the review of local priorities.

Job responsibilities
Main Duties and Responsibilities (approximately 15- 20 areas
To provide professional managerial support and leadershipto deliver workforce transformation.
To work closely with a wide range of internal andexternal stakeholders including relevant Universities, employers and professionalgroups and service transformation groups (for specific areas) to ensure transparent and highly effective consultation andinvolvement processes result in an informed approach to workforce improvements.
To communicate and manage stakeholders in accordance withthe principles of project and programme management methodologies, using therecommended tools, templates and approaches and ensure that they areupdated as required.
To establish and foster effective working relationshipsand networks with a wide range of key stakeholders across the West YorkshireIntegrated Care System to inform and help support the implementation ofagreed workforce development and transformation workstreams.
To utilise influencing and persuasion skills to establishthe basis for the successful delivery of workstreams.
To work in partnership with others to ensure all actionshave been taken to deliver projects/programmes on time.
To be able to bring together different and disparatesources of information (both qualitative and quantitative) to understand complexsituations, to formulate solutions and to recommend what the best courseof action could be to senior leaders. Example would be data from systempartners to understand placement issues and use that to propose solutions.
To be the lead responsible for analysing the availableresources for workforce development and for ensuring that any proposals forchange take full account of the resources available.
To provide in-depth analysis of data, national policies,and legislation to produce education and workforce development plans andreports including financial analysis where appropriate.
To monitor performance against national and local targetsrelating to the NHS Long Term workforce plan identifying areas for furtherdevelopment/improvement
Provide advice and prepare strategic reports, briefings,business cases, project documentation.
To adopt project and programme management methodologiesin reporting to senior managers, ensuring that progress and key decisionsare effectively communicated internally and externally.
To lead individual workforce transformation projectsensuring engagement of stakeholders, both internal and external
To take a lead role within the agreed workstreams inwriting and developing business cases (including costed options appraisals).
To work with internal and external colleagues to ensurethat service providers have the best possible approaches to workforcetransformation including STAR and Calderdale Framework methodologies.
Significantly contribute to the effective management ofbudgets (including the approval of invoices) related to the agreed workstreams,programmes/projects and associated contracts.
Human Resources
Provide management and leadership to staff who maydirectly report ensuring the management of performance, conducting of appraisals,objective setting and handling any issues in accordance with organisationalpolicies and procedures.
Contribute to the management and operation of the teamand Directorate, participating where appropriate in key initiatives toensure high organisational performance is achieved.
Ensure that all outputs (including project/programmemanagement documentation) are accessible to staff and are stored inaccordance with the ICBs requirements for information governance.
Contribute to the commissioning of local audit/evaluationin identified areas of responsibility integrating outcomes into local strategy andpolicy.
