Performs a variety of skilled and semi-skilled technical and maintenance work in the operation, maintenance and repair of the City’s water, wastewater and compost facilities.
Operate and Maintain Plant Facilities
* Operates and maintains sewage pump stations and water booster pump stations; cleans wet wells and operate pumps and valves to control and adjust flow and treatment process.
* Prioritizes activities between the different facilities and equipment, including the operation of valves, gates, pumps and machinery – locally in automatic mode, or remote via computerized control – in order to maintain proper facility operations.
* Monitors flow meters, pressure gauges, power usage, motor run times, liquid levels and influent and effluent water quality.
* Oversees operation of assigned facility in order to maintain day-to-day operation necessary to meet all required local, state, and federal regulations, while following Standard Operating Procedures (SOPs).
* Ability to work 40 hours per week and accept on-call status for 24-hour emergency call-out. Employee must be available by City-issued cell phone at all times when on-call.
Sample Collections and Laboratory Analysis
* Collects samples and identifies concentrations of chemical, physical or biological characteristics of water, wastewater, biosolids and compost to meet regulations and for process control.
* Performs standardized tests and laboratory analyses on collected samples.
* Interprets test results to properly evaluate processes.
Data and Records Management
* Maintains a variety of records relating to plant facilities operations.
* Prepares reports and update spreadsheets and databases for facilities records, equipment readings and test results.
* Assists in monthly report preparation in compliance with state and federal regulations.
Maintenance Activities
* Assists with supply maintenance – receives, loads and unloads chemicals.
* Assists in upkeep of equipment and instruments, including preventative maintenance, repairs, replacement, and system upgrades.
* Keeps equipment, buildings, and grounds clean and well-maintained.
OTHER DUTIES
* Serves on various City employee or other committees as assigned.
* Attends and participates in a variety of meetings pertaining to Public Works matters and issues as needed.
* Performs all duties in conformance with appropriate safety and security procedures and standards.
* Performs other related duties as needed and assigned.
Education and Experience
* Minimum graduation from high school or GED plus two (2) years post-secondary college or technical training in water/wastewater technology, biology, environmental science, chemistry, or closely related field; AND
* Minimum two (2) years of experience in water/wastewater treatment plants, preferably with municipal systems; OR
* Equivalent combinations of education and experience that provide the incumbent with the necessary qualifications may be considered.
Knowledge, Skills and Abilities
Knowledge of:
* Water and wastewater operation processes and procedures, including collection, treatment, and maintenance of equipment, facilities, and materials.
* Chemical/physical and biological process used in water and wastewater treatment processes, e.g., coagulation, flocculation, settling, filtration, disinfection, and activated sludge.
* Laboratory procedures and practices for BOD, DO, pH, jar test, TSS, and fecal coliforms.
* Compost facility operations, including collection and handling.
* Applicable safety regulations and policies.
Skills & Ability to:
* Basic computer software and use: word processing, e-mail, data entry.
* Use of standard sampling techniques and laboratory analysis.
* Communicate effectively in writing and verbally.
* Establish and maintain effective working relationships with other employees, other departments and the public.
* Understand and carry out written and oral instructions.
* Read, research, and follow technical manuals, blueprints, drawings, and standard operations procedures (SOPs).

* Remain calm and follow established SOPs during emergency situations.
* Represent the City in a positive and professional manner.

* Must have a valid driver’s license and appropriate insurance at the time of hire for work-related travel.
* Must pass appropriate background checks.
* Possess at initial hire or ability to obtain in 6 months, a Washington State Class I Certification as a Water and Wastewater Treatment Plant Operator
* Must obtain certification as a Class 3 Water Treatment Plant Operator and a Class 2 Wastewater Treatment Plant Operator within three years of hire date (all certifications must be kept current and active throughout tenure).
