Main Responsibilities: Take responsibility for the project management, development, and delivery of a portfolio of projects and work-streams across a range of areas, which focus on quality, resilience, improvement, and transformation. Lead on transformation and innovation of services across the practice and PCN. To lead on strategic practice developments and manage the implementation of significant projects for the practice including relationships with other practices and agencies regarding improved healthcare provision. To be responsible for ensuring that the practice delivers appropriate healthcare through understanding local population needs and to work with the partners and other key players to ensure that services change to meet the needs of the local population. Lead teams and support clinicians and managers to review current service models / delivery with a view to improving and transforming through best use of resources to provide better, faster, and safer care. Support the senior management team with the writing of business and development plans. Attend cross organisation meetings as required. Write and submit project reports for the Board as required, showing progress against milestones, status, issues, and risks. Oversee the roll out and delivery of new services, working alongside the Head of Operations and Operations Managers Be a champion for best practices, learning from experience and from others, supporting the spread of innovation within the Practice. Develop programme and project management tools, reports and templates, that are transferable between projects, and can be used for the whole project lifetime, from design to delivery. Assist the Senior Leadership Team with review of capacity planning, ensuring that the practice delivers appropriate healthcare through understanding local population needs and working with the partners and other key players to ensure that services change to meet the needs of the local population. Maximise income generating potential through the feasibility and scrutiny of new service opportunities, working with team members to ensure services are running efficiently, effectively and meeting service delivery targets. Participate in the development, production and implementation of policies and procedures which facilitate the operational and quality effectiveness of the defined service areas. Provide management oversight for the practice clinical research portfolio. To undertake other duties appropriate to the grading of the post as required. Support workforce development planning in relation to new services, service improvements and service redesign. Transformation: Develop plans for projects identified by Senior Management and Operational Teams, utilising the support of the PCN Business Analyst and Operations Managers and support the implementation of the projects. Work with the PCN Business Analyst and Operations Manager to ensure the Practice has a full suite of data that can be interpreted and utilised for improvement and driving forward the strategy to support population health management. With direction from Senior Management engage with the ICB Primary Care and Digital teams to ensure local transformation plans and activity are aligned to the ICB priorities e.g. improving access, PCN Development. Provide feedback to the management team on progress of current initiatives, capacity for change, and issues so that plans can be adapted in response. Support a programme of audits and surveys that support, and evidence measures of improvement. Undertake full evaluation cycle of new services and service improvement Be responsible for the development, review and implementation of effective systems and procedures for the management of complaints across the organisation, including early and local resolution. To provide reports to the key stakeholders both internally and externally on performance, information, and mitigation/recovery plans. Governance Ensure that the practice complies with NHS contractual obligations in relation to patient care. Engage and contribute to processes that ensure the Group meets the requirements of the Care Quality Commission. Specifically, ensure safe staffing levels, equipment levels and room conditions at all times. Contribute to the development and maintenance of sound clinical governance and risk management within the practice. To lead on clinical governance and audit: to ensure that all clinicians conform to clinical guidance protocols: and to report on audit results. To have management oversight of the groups clinical audit cycle To ensure clinical safety reports are in place and hazard risk logs completed prior to deployment of new services and new technology. Completion of required safety documentation i.e. DSB160 Working with Head of Operations review learning and transformation requirements form reported SIs identifying improvements required. Maintain accurate documentation in relation to standard operating procedures, contracts, contacts, and decision making. Through projects identify and record risks and issues, developing contingency plans with service and contract leads. Responsible for the delivery of robust information systems in relation to project documentation (dashboards, highlight reports, risks and issues logs). Research Management Engage in and support the GP lead for research to develop external partnerships in relation to clinical research. Lead on clinical trial setup, from site feasibility, through to site initiation provide ongoing management support for the duration of each trial. Ensure there is a sound robust system to tracking visits and associated income, ensuring all visits and unscheduled activities are invoiced. Develop processes to track progress of pipeline of trial activity from feasibility to study completion. Maintain oversight of research governance requirements Lead on the identification of new studies and assessment of feasibility. Oversee process and resource to ensure the smooth running of studies within the team. Ensure trial and grant conditions are adhered to, including provision of milestone reports etc, in association with research staff. Finance: Monitor and report on resource spend, return on investment, and tracking against planned milestones. To be responsible for research funding budgets and continuous monitoring of viability of the research modules To maintain the budget for any research projects To have oversight and work with operational management for project budgets to ensure no overspend of NHS monies. Manage all delegated budgets with propriety in line with all relevant organisational procedures. Take responsibility for the delivery of research services and associated income stream, as appropriate to role. Monitor and track budget allocation for the delivery of research and PCN enhanced services ensuring the service is delivered within budget. Ensure efficient working methods and best use of resources. Ensure controls of expenditure whilst ensuring necessary investment in resources Leadership Nurture collaborative and productive relationships between teams. Foster a culture of continuous improvement, delegating decision making as far as appropriate. Support and represent the Group at external meetings and workshops as appropriate. Build effective and positive relationships with colleagues, patients and other partners. Operational: To support the Board and Director to facilitate key operational delivery in the event of system disruption, including initiation of the business continuity plan. Communication: Support the building of relationships and facilitate collaboration between PCNs, practices and the wider system to support delivery of care to patients, maintaining credibility with key contacts and system colleagues. Translate and present information into clear and appropriate formats, such as written documents and presentations to ensure understanding across a range of audiences. Be responsible for sharing information and best practice and persuading and influencing change in services with clinicians and a range of other stakeholders. Develop and maintain effective communications within across the practice and with relevant outside agencies to ensure the efficient and effective running of the practice site.
