Main duties of the job
HWICB are looking to recruit a highly motivated and enthusiastic individual.
The role is based within the Delegated Commissioning Team which is responsible for the commissioning and contracting of primary care delegated functions, including General Practice Medical Services, Pharmacy, Ophthalmic, Dentistry and Specialised Commissioning, Primary Care Networks (PCN) and participate in projects across the Herefordshire and Worcestershire Integrated Care System.
The Senior Delegated Commissioning Manager is expected to operate with a high level of autonomy and lead on elements of the portfolio.

The Herefordshire & Worcestershire ICB is responsible for planning and allocating resources to meet the four core purposes of the ICS namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money; and help the NHS support broader social and economic development. Within this context, as the ICS develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities.
The organisation has a hybrid working policy based on a 50% office attendance. With office locations based in Herefordshire and Worcestershire, we provide and expect flexible location working.
Job responsibilities
The postholders will bring a high level of expertise and structure to the contracting and commissioning process. Provide a leading role to interpret and advise on national guidance.
As one of a team of Senior Delegated Commissioning Managers working within the delegated commissioning portfolio, this role will have three main purposes:
* To act in accordance with the Delegation Agreement in place between NHS England and H&W ICS and to lead on the management of primary care contracts;
* To act as the contracting subject matter expert within the Herefordshire and Worcestershire place;
* To participate in projects across the Integrated Care System (ICS).
The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.
Person Specification
Qualifications & Experience
* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
* Evidence of subject matter expertise and experience of working in specialist area(s) aligned to role portfolio.
* Experience of presenting to the organisation at high level (e.g. Director/Board level).
* Experience of leading and motivating staff, ensuring the planning and delivery of a range of work programmes within agreed timescales.
Communication Skills
* Able to receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
* Negotiate on difficult and controversial issues including performance and change.
* Ability to give formal presentations at Board level and on behalf of the organisation to other organisations.
* Ability to write clear and concise balanced reports for consideration.

* Problem solving skills and ability to respond to sudden unexpected demands.

* Strategic thinking - ability to anticipate and resolve problems before they arise.

* Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales. Interpreting national policy for implementation.
Financial and Physical Resources
* Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
