Interim Principal Development Mgmt Officer - Development Control

Pay Rate: up to £53.00 per hour PAYE DOE
37 Monday – Friday, normal working hours
This opening assignment is for 2-3 months
City: KETTERING
Hybrid working - requires some office working.
We are looking for a Principal Planner/Team Leader with experience of majors/complex planning applications and projects, effective people management skills (as the role has line management duties) and associated performance management experience. Role requires excellent communication skills.
Key Responsibilities:
Assisting the Development Manager in the management of the Development Management Team through direct line management responsibilities
Dealing with a caseload of some of the more significant planning applications, including the carrying out of site inspections, research, consultations and assessment of the applications. Making appropriate recommendations in accordance with the policies of the Council and the Development
Control Improvement Plan under the direction of the Development Manager and Head of Planning Services.
Preparation of Committee reports on planning and other applications, to include presentation of reports at the Development Control Committee.
Deputising for the Development Manager in his/her absence to include allocation of new workload to
Planning Officers and related performance monitoring.
Negotiating where appropriate to improve development proposals.
Negotiating financial contributions with developers to meet infrastructure requirements.
Providing advice and assistance to the public, prospective applicants, and others with regard to large or complex planning proposals.
Liaison with other sections of the service, other sections of the Council and other bodies to ensure full consideration is given to all factors relating to proposed developments.
Preparation of statements in support of appeals.
Representing the Council as an expert planning witness at hearings and public inquiries.
Key requirements:
Professionally recognised planning qualification and membership of Royal Town Planning Institute.
Detailed knowledge of planning policies and procedures.
Experience of successful people management
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
Ability to deal with significant planning applications.
Able to successfully negotiate planning improvements with developers.
Able to deliver excellent customer service under pressure.
