We have an exciting opportunity for a Senior Policy Lead (known as a Senior Change Lead -Grade 10) to join the Rules Management Team on a 12 month fixed-term contract.
Team Overview:
Customer and Code Management is the directorate within Elexon that operates the more customer-focussed processes of the multiparty contractual framework that is the Balancing and Settlement Code (BSC).
Sitting within Customer and Code Management directorate, the Rules Management team supports Ofgem and industry to develop and implement industry changes that are beneficial to the GB electricity market. This currently includes BSC changes and Capacity Market (CM) Rule Book changes. The team regularly engages with senior Elexon colleagues and those across the GB electricity market, delivering high quality outputs (technical reports, project/policy management and governance services) to internal and external stakeholders, directly impacting and strengthening Elexon’s reputation.
Job Purpose:
The Senior Change Lead works within the Change team and may be matrixed in to work on different areas of change, as the business needs. This means your line manager (responsible for your performance and well-being) and your matrixed manager (responsible for managing your day-to-day work) may not always be the same. The role is positioned within a team of Change Leads and Senior Change Leads.
The Senior Change Lead is responsible for progressing a portfolio of change projects through a defined governance process. They are responsible for ensuring their work (and the work of the internal project teams, which they are responsible for) is of a high quality and delivered to time-critical deadlines, matrix leading 2-4 colleagues per change project (made up of subject matter experts, legal and project resource).
They shall be effective at researching technically complex topics, writing technical reports of up to 10k words in a plain English and customer-friendly style, and presenting findings to groups of industry representatives and industry decision boards. The Senior Change Lead shall also need to meticulously plan and organise their own workload to ensure they meet challenging deadlines.
The Senior Change Lead should also seek to proactively develop and improve team processes for the benefit of colleagues and customers of Elexon.
Additionally, Senior Change Lead should support their Change Lead colleagues, and be prepared to chair both internal and external meetings, facilitating industry discussion and appropriately managing differing stakeholder views.
Key Responsibilities:
* Matrix lead teams of 2-4 colleagues (subject matter experts, legal, business analysts, project resource etc.) to progress and project manage industry change projects
* Research and assess the impact of industry change, and draft technical reports of up to 10k words in a plain English manner, presenting findings to industry decision boards
* Ensure full availability of information to market participants (our customers) in a timely manner through internal and external change records e.g. website, spreadsheets and internal change tracking software
* Plan and organise your own workload to ensure you can deliver a demanding portfolio of work under pressure to tight timescales and inflexible deadlines
* Lead on industry engagement with electricity industry participants, the regulator (Ofgem), government (Department for Energy Security and Net Zero (DESNZ)) and any other relevant stakeholders
* Manage and facilitate internal meetings and external industry working groups including presenting content where necessary
* Support organisation-wide change planning activities to ensure resources are available to support the changes you are responsible for
* Support the Change Leads where required and the wider Rules Management team (or your matrixed team) for any ad-hoc work that needs to be delivered
Capabilities and competencies:
Critical:
* Excellent engagement and communication skills (verbal and written), being comfortable presenting to internal and external audiences.
* Excellent attention to detail and written English, with strong analytical and report writing skills.
* Excellent planning and organisational skills, with the ability to manage a portfolio of challenging and time critical work. Able to work to deadlines.
* Adaptability and resilience to change. Problem solving and ability to navigate through complex challenges with little guidance.
* Proactive self-starter and a strong team player with a positive attitude.
* Proficiency in Microsoft Office (especially Word, Excel and PowerPoint)
Developmental / Desirable:
* Experience with matrix management
* Strong experience in utilities/electricity regulation or another regulated industry
* Chairing meetings
* Experience with economic, project or business analysis
* Project Management qualifications (agile or waterfall)
