This is a hybrid role with expectations to be in the Borough of Cheshire West and Chester.

* Quality assurance of Alternative provision.
PRINCIPAL RESPONSIBILITIES
1. Lead on the Councils statutory duties to ensure compliance within the DfE statutory guidance on all Alternative Provision to enable all children and young people, (where able), to have access to high quality full-time education. Ensuring the needs of children who cannot attend school due to ill health, suspension or ‘other’ reasons (as identified in the guidance) are fully considered. Ensure impact is effective, timely, customer focused and measurable.
2. Ensure robust Service Level Agreements and quality assurance processes are in place, and regularly monitored, for commissioned places at the Councils Pupil Referral Units (PRUs).
3. Manage the monitoring, challenge, intervention and support to schools where children and young people are at risk of suspension or not being included due to ill health and/or do not have their entitlement to full-time education. Ensure there is a central database of all children accessing Alternative provision and/or not accessing full-time education in the usual way, for which the Council is responsible, to ensure compliance with the Ofsted Safeguarding Framework. Represent the team, as required, at appropriate monitoring/Ofsted meetings.
4. Ensure effective and up to date recording and reporting systems are in place, including the termly AP monitoring completed by all schools and settings. Ensure the practice of the team takes account of nationally recognized good practice and is shaped by evidence-based analysis and data.
5. Provide advice, consultation, and support to Headteachers, Governors and senior management teams in schools to enable them to build inclusive practices to support more children access education. Lead on devising and providing a programme of suspension training to Headteachers, senior managers, governors and other services in liaison with legal and governor services. Offer individual advice and support to new Headteachers. Monitor and evaluate the effectiveness of the training.
6. Work in conjunction with Headteachers, senior managers and other school staff to develop, plan and deliver time-limited support programmes for pupils at risk of suspension or non-engagement to prepare them for reintegration into educational settings.
7. Ensure effective systems are in place and followed (in line with current CWaC guidance) for the management, performance, supervision, development and enablement of staff. Ensure training and development needs of staff are identified within a quality assured framework, including the necessary safeguarding training and procedures.
8. Manage a team budget, using the Collaborative Planning management system, to deploy resources efficiently and effectively.
9. Take the lead on implementing national guidance and policy regarding Alternative Provision across all CWAC schools and settings.
