Counter Terrorism Policing is at the forefront of helping to protect the UK from terrorist attacks.
The National Counter Terrorism Policing (NCTP) Operational Development Unit (ODU) is a dedicated team responsible for the strategic management of Learning, Training and Exercising (LTE) within the Counter Terrorism Network. Working alongside a number of strategic partners, the ODU harnesses the value of shared LTE to ensure the CT Network and partners are ready, prepared, and interoperable to respond to current and emerging terrorism threats.
National Counter Terrorism Policing is looking for a motivated, dynamic, and suitably qualified Learning & Development Training Officer to deliver training across the United Kingdom Terrorism Network in the Interventions capability area.
'Interventions' is a new function being developed through Project Eleos that combines the best of the Prevent and CT Nominal Management capabilities into a single entity. Interventions will streamline pathways (where legislation allows) to deliver access to both Pursue and Prevent interventions as appropriate.
The role involves designing, developing, delivering, and evaluating CT-specific training courses aligned to the Interventions Capability. The preferred candidate will be conversant with and have a clear understanding of both Prevent and Nominal Management and how they complement each other due to the Interventions capability evolving.
You will create, review, and deliver National training products to a varied range of Police Staff and Officers nationally. Knowledge/experience of Counter Terrorism Policing (specifically in the capability area of Nominal Management or Prevent) and/or a training qualification - Certificate of Education and Training (Level 4) or equivalent, with experience of delivering training is required.
Responsibilities include:
1. To plan, design, prepare, quality assure, co-ordinate, and deliver bespoke CT training throughout the UK.
2. Facilitate opportunities for learning and personal development in accordance with the National Training and Development Strategy.
3. To develop, validate, and evaluate training courses to ensure they achieve organisational objectives, meet customer requirements, and contribute to the personal development of students.
4. To facilitate and deliver the National Counter Terrorism training in accordance with other regional and national trainers and subject experts.
5. To research, prepare, and update lesson plans and any associated training material including hand-outs, PowerPoint slides, etc. for all courses.
6. Address training issues highlighted in operational or exercise reviews/debriefs to ensure operational performance is maintained and developed.
7. Ensure the delivery of training packages effectively meets the needs of the CT Network by the most appropriate method, including facilitation, didactic, demonstration, role-plays, and practical case studies.
8. To assist in the review and development of training modules as part of the national Counter Terrorism training programme.
9. To be responsible for the supervision, discipline, and welfare of students whilst they are on the course.
10. To assist in monitoring the effectiveness of the learning and development programmes through the identified evaluation process.
11. To ensure training products are fit for purpose in line with the principles of Best Value.
12. Take appropriate action in order to create a healthy working and training environment in keeping with the H&S policy and processes.
13. Monitor and ensure all staff are given equality of opportunity within the learning and development environment.
14. Liaise with National and Regional departments where necessary, to maintain consistency of training delivery.
15. Promote equality, diversity, and Human Rights in working practices.
16. Any other duties commensurate with the role and band/grade.
Skills and competencies
Essential
1. Knowledge/experience of Counter Terrorism Policing.
2. Hold a training qualification, Certificate of Education and Training (Level 4) or equivalent.
3. Experience of delivering training courses or presentations.
4. Experience of IT packages to design and deliver training including Microsoft packages.
5. Be conversant with and able to identify and contribute to best practice within the Counter Terrorist field.
6. Hold a full driving licence and be prepared to travel nationally.
7. Strong written and verbal communication and interpersonal skills.
8. Ability to prioritise and manage conflicts (people and tasks).
9. Networking, engagement, persuasion, influencing, and communication skills.
10. Ability to influence and build effective collaborative relationships.
11. Demonstrate awareness of equality and diversity appropriate to this role.
Desirable
1. Evidence of successful interpretation and application of relevant legislation.
2. Experience of working in a Learning, Training or Exercising environment.
Security Clearance
This role is subject to successful completion of Security Check vetting and there may be a requirement to be Developed Vetted (DV) once in post.
You must be a citizen of one of the following countries to work for Counter Terrorism Policing West Midlands (CTPWM): The UK (including Northern Ireland), USA, Canada, Australia, or New Zealand.
