The Estates Strategy and Sustainability team covers an exciting and diverse range of services across Strategic Asset Management (includes estates strategy, property data, and portfolio management) and Operational Sustainability (working towards achieving the Greening Government Commitments). This is all in aid of achieving the Government Property Strategy missions on behalf of DESNZ, DSIT and their many diverse Partner Organisations (for example arms-length-bodies). The missions include transforming places and services, providing a smaller, better and greener public estate, and improving professional excellence and insight. The Estates Strategy & Portfolio Manager will be required to lead and support the development and implementation of the strategic asset management plan, manage property data, and ensure the right accommodation is provided in line with business objectives and needs. The DESNZ and DSIT core civil estate (the primary focus of this role) consists mainly of offices supplied through the Government Property Agency to accommodate c. 8000 civil servants. The Partner Organisation estate (which this role may have some involvement in) consists of a highly diverse range of premises and land types. Person specification Key responsibilities Understand the strategic business drivers for Departments, contributing to the development of Strategic Asset Management Plans at portfolio and individual asset level. Factor demand, scenario plans and analysis of options to optimising the estate, bringing together diverse needs of stakeholders. Support the design and development of reporting, dashboard and metrics to provide portfolio analysis, sharing strong management information as appropriate. Support evidence-based development of Strategic Asset Management Plans, using data in conjunction with customer intel to determine optimal use of the estate. Analyse business and portfolio data and insight, translating customer business strategies into real estate related consequences which will be channelled into design the Strategic Asset/Portfolio Plan. Support the optimisation of the portfolio plan based on lease events, market opportunities and business requirements. Develop long term strategic space needs to proactively address demand and ensure the best use of portfolio space. Procuring, commissioning and managing specialised technical advice through the Government Property Agency. During infrequent peak periods (typically c. 1-3 month), responsibilities may vary, covering more operational estates aspects. Skills and experience We would love to hear from you if you have: Demonstrable experience within a real estate/property profession discipline. Experience in estates portfolio strategic planning and scenario analysis to cater for client demands. Experience managing and influencing supplier and client relationships up to and including Director level. Experience of managing lease events, market opportunities, and business requirements. Experience in developing and delivering real estate strategies and plans. Hold an appropriate Government Property Profession recognised accreditation (e.g. RICS, RIBA, IEMA, IWFM, CIOB etc.).
