The NHS South West Collaborative Commissioning Hub are looking to appoint a Primary Care Analyst.
The post holder will work in an autonomous role as part of a dynamic team delivering transformation and commissioning support across Primary Care services on behalf of NHS England and the 7 Integrated Care Boards (ICB) as part of the South West Collaborative Commissioning Hub (SW CCH) team, which is hosted by Somerset ICB.
The role will work across the Primary Care Team within the South West to provide complex analysis, information, monitoring and reporting across our portfolio.
The Analyst will help lead and deliver a high-quality insight service to customers using extensive knowledge of NHS data and business processes, good technical skills, and a passion for storytelling. Through their excellent insight skills, they will enable the South West Collaborative Commissioning Hub to drive meaningful changes for Pharmacy, Optometry and General Practice.
The role is pivotal to forging effective working relationships with stakeholders providing expert analytical support to the SWCCH and ICBs. The role will manage multiple work requests including conflicting demands and regularly liaise with a wide range of stakeholders to enhance analysis and Primary Care performance.
Main duties of the job
Examples of work include:
1. Deep dive pieces of analysis these are multiple and varied in topic and method applied.
2. Designing and building new workbooks and leading the monthly and quarterly analysis and reporting for Primary Care. This includes monitoring performance and identifying reasons for variation in performance.
3. Analysis of workforce trends to help support workforce planning and retention and recruitment of Primary Care staff.
For this role, the key skills we are looking for include:
1. You need to be comfortable to work under your own initiative, manage your own workload and to make autonomous decisions. You need to be adept at solving problems and responding to unexpected demands.
2. As an analyst you will need to be an advanced user of Excel and know how to use techniques appropriately and have a degree in a relevant area or evidence of equivalent experience.
3. You need to be inquisitive and methodical in applying analytical skills and data visualisation. This will include interpretation of data, evaluation, modelling and forecasting and making recommendations as required.
4. You will need to be adept at building and maintaining strong working relationships & networks across a wide range of stakeholders at varying levels of seniority.
5. You need excellent and confident communication skills. You will be able to communicate your analysis, both verbally and in written forms to a range of audiences.

Job responsibilities
Purpose of the role
The Primary Care Team works within the South West Collaborative Commissioning Hub, (CCH) and supports the 7 Integrated Care Board (ICBs) in the South West region with delivering their delegated responsibilities of commissioning primary care services. The team is responsible for working with ICBs to support the commissioning and contract management of:
* Primary and Secondary Care Dental Services
* Community Pharmacy
* Dispensing Practices
* Community Opticians
Alongside this work, the team are responsible for supporting ICBs in the transformation of the primary care services listed above. The team also works alongside ICBs to support the transformation programme on General Medical Services (General Practice).
About the Role
As an Analyst, the post holder will support managers and staff across the South West Collaborative Commissioning Hub and the 7 South West Integrated Care Boards (ICBs), helping them to distinguish between signal and noise by providing actionable insights.
The Analyst will help lead and deliver a high-quality insight service to customers using extensive knowledge of NHS data and business processes, good technical skills, and a passion for storytelling. Through their excellent insight skills, they will enable the South West Collaborative Commissioning Hub to drive meaningful changes for Pharmacy, Optometry and General Practice.
In particular, the post holder will:
1. Demonstrate significant experience and understanding of a breadth of analytical methods (i.e. economics, statistics, social research, health related disciplines and operational research techniques) and their application, to provide high quality, timely analysis and intelligence to a standard which reflects current best practice;
2. Demonstrate a deep understanding/experience of at least one analytical technique with application to healthcare;
3. Structure problems and develop appropriate analytical solutions, analysing and triangulating data in innovative ways, and adapting approaches to deal with ambiguity. Deploy analytical judgement in dealing with unstructured and/or missing data;
4. Take a practical approach to providing advice, giving persuasive explanations of complex concepts orally and in writing to a range of audiences, in a clear and accessible manner;
5. Have good project management skills, including the ability to plan, manage and deliver a portfolio of projects, juggle competing priorities and tight deadlines for self and team, and work autonomously to drive own work programme and that of team members. Anticipate and proactively manage delivery risks, quality assure their own and others work;
6. Work with other team leaders to develop and manage all staff in the analytical team, providing appropriate coaching and support;
7. Build and manage collaborative relationships across the health system, including internal and external policy and analytical teams, providers and clinical experts, and challenging external partners and stakeholders, to ensure analysis is relevant to their needs.
Person Specification
Experience
* Experience with relevant data sets and analysis software including Microsoft Excel.
* Demonstrate an understanding of datasets and data sources including the quality and reliability of the data.
* Awareness in project and programme management methodologies such as Prince 2, MSP and / or Agile.
* Previous experience in a similar role in the public sector.
* A good understanding of the health and social care environment and roles and responsibilities within it.
* Experience of triangulating data from different sources and demonstrate an appreciation of the differences that might occur in large datasets.
* Specialist knowledge in a relevant subject to post-graduate level.
* Experience and understanding of evaluating and measuring the performance of health services.
* Experience in communications and stakeholder management.
* Comprehensive knowledge of project management and/or health information systems development.
* Workforce development knowledge and experience.
Qualifications
* Educated to degree level in relevant subject such as or equivalent level of experience of working at a similar level.
