Job Summary
Within the Ministry of Defence, the Army consists of circa 110,000 military personnel and 7,000 MOD Civil Servants located at over 300 locations. To support these people and to enable them to deliver United Kingdom Defence outputs the Army must have a People System that enables it to acquire, develop, employ, and retain the diverse talent required in a 21st century force. The Army Talent Management System (ATMS) was developed to underpin the Army People System and its critical success factor of having a trained and effective workforce where we can understand the Skills and capabilities they have and the Professions into which they are organised. In addition, over the next 2 years, Defence will deliver a highly ambitious project to implement a new HR system to support all of their military and civilian staff: Defence HRS. This role will play an important part in communicating Army requirements to this Project and assessing whether they have been successfully delivered.
This role sits in the Army Personnel Directorate Digital and Data team and will provide data management, data control, data governance and analytical support to the ATMS Governance Support Function, the Army Civilian Workforce Team and the wider Army. It will initially control Skills, Professions and capability data within the Army; however, this may evolve into other areas of data control as Defence HRS is developed and comes into service. The ATMS Governance Support Team assists Heads of Profession to lead their Professions, manage the continuous improvement of Professions and Skills, assurance of the data and function of the system; and provides analysis and insight into the use of professions, roles and skills across the Army.

Job Description
This role will provide support to the ATMS Governance Support Team, Army Civilian Personnel Team and Head of Professions (HoPs) through the delivery of: Data Control, Governance and Analysis services covering Skills, Professions, and capability management. They will support the delivery of the Army talent management and capability management systems. You will engage with the Royal Navy, Royal Air Force and Strategic Command, and at the Defence level, Defence Business Services, and the Pan Defence Skills Framework Team.
As the Talent Management Skills Data Controller, you will provide subject matter expert advice and guidance, across the Army, on your range of responsibilities. You will engage with Defence to ensure that Army requirements are understood and delivered through the new Human Resource Management System that will be based on Oracle Fusion.
A Data Controller in the People Data and Digital team will:
* Lead data control and change management of all Skills descriptions, Role Specifications and Skill Standards within the ATMS
* Provide Skills, Professions and capability data Subject Matter Expert advice
* Manage, coordinate and control Skills, Professions and capability related Army reference data values
* Assess, assure, and maintain coherence of Army Skills within the Pan Defence Skills Framework
* Identify and communicate opportunities for Skills development and the continuous improvement of Professions Architecture, Role and Skills Banks
* Coordinate activities with the Army Competency Controller
* Process, manage and store information to support long term trend analysis
* Support Profession Steering Groups and Army Civilian People Team with data and management information
* Develop materials and processes to support data control within the ATMS
* Support wider Governance support function activity in order to embed the Skills, Professions and capability within Army core business
* Assist in the coordination and facilitation of HoP Governance meetings
* Develop, quality assure and provide oversight of Skills, Professions and capability related analysis and dashboards
* Subject to successful post authorisation and recruitment action, have line manager responsibility for a small team
