Transport for London (TfL) is one of the world’s best known and most successful integrated transport authorities. The Independent Investment Programme Advisory Group (IIPAG) provide independent assurance and expert advice concerning TfL’s Investment Programme. This includes all renewal, upgrades and major projects, operational issues and TfL’s property subsidiary. Safety is TfL's priority and it is looking to further enhance its third line assurance capability across the operation of all TfL services. As such, it is now looking to create an IIPAG sub-group to provide safety assurance.
Role specification
As a Member of the newly-created IIPAG Safety Sub-group, you will help ensure that TfL operates at the highest standards of safety, which helps underpin its success and financial sustainability. IIPAG considers issues of safety, economy, efficiency and value for money in preparing its assurance and advice. The IIPAG Safety sub-group will provide independent third line assurance on safety matters including ensuring that safety governance and decision making is effective across the operations of all TfL services and that all duties under their relevant safety certificates and safety authorisations and safety risks are being effectively mitigated.
You’ll constructively challenge and provide strategic input on a broad range of matters affecting its safety operational performance, risk management, responsibilities, culture and governance. You will also consider cross-cutting reviews on key safety topics which provide powerful recommendations and far-reaching advocacy of best practice in this field.
As an IIPAG Member, you’ll help TfL drive a forward-looking agenda to maximise efficiency and effectiveness. You’ll help London to thrive for years to come. This will initially be a two-year appointment with the option to extend for a further two years.
TfL is looking for three people, including one as chair, to join its newly-created safety IIPAG sub-group. These individuals will have specific skills and experience in the safety field including assurance, operational performance, compliance, regulation and risk management. It's likely that one will bring a background in public transport specifically, while others may have wider experience.
Qualifications
You will bring:
* Direct experience of working at C-Suite and Director level (Essential)
* A strong track record of strategic system risk leadership at board or senior executive level, having held positions in a complex business environment, with experience of safety risk management in a highly regulated industry and experience of authorisations and other safety operations(Essential)
* Exceptional stakeholder management skills, with the ability to build trust and influence decision making at senior levels in government, regulated industries and external business, strong verbal and written communication skills will enable you to articulate clear, evidence-based assurance(Essential)
* Evidence of relevant experience and technical expertise to enhance operational safety assurance within a highly regulated sector such as Aviation, Utilities, Pharmaceutical or Nuclear(Essential)
* Nationally recognised safety qualification(Desirable)
* Technical knowledge of safety regulations within the railway industry(Desirable)
Terms of appointment
This role is remunerated, and reasonable, pre-agreed domestic travel expenses will be reimbursed. This role involves sometimes ad hoc assurance and advice to the TfL executive team, up to 60 days per year. The appointment is for a two-year term, which can be renewed once at the discretion of TfL. Members are paid directly; it is not possible for the remuneration of £1,000 per day to be invoiced via a company entity. Please note internal TfL employees are not eligible to apply.
