Here at Serco we are looking for a OMU Hub Manager to join our Offender Management unit at our new state of the art Category C prison, HMP Fosse Way.
To lead and direct the work of the OMU staff in providing a comprehensive service to all stakeholders, fostering positive relationships with all relevant outside agencies, whilst embracing the ethos of a managing a rehabilitative culture.
You are required to work as part of the Offender Management Unit in an efficient and professional manner.
You will be expected to develop, through training and shared schemes, an overview of the department, and may be required from time to time to carry out any other tasks as may reasonably be expected.
As the Manager of the OMU you will provide directional leadership and direct line management to a large diverse staff group.
It will be your responsibility to drive cultural change as well as operational change in line with the Serco values.
You will drive effective processes to ensure key performance targets are meet, including appropriately escalating potential risk, being solution focused to manage such circumstances.
Structure & Reporting Relationship
Under the organisational structure the OMU function comes under the Assistant Director of Offender Management Unit.
As the OMU/Hub Manager you will report directly to the Head of OM Services and will be responsible for the effective line management of both Prison Offender Managers and Case Admin roles, as well as the individual functions of the OMU.
Key Accountabilities
Ensure all OMU procedures are discharged in accordance with prescribed policies/frameworks. Doing this while ensuring a consistent and high standard of working. Whilst working flexibly to meet the requirement of business need, whilst working on a rota basis.
You will be accountable for the effective management of OMU staff to meet the delivery requirements for the department/prison. The tasks completed within the department start from the day the prisoner enters custody, through to the day of release. Some of these tasks are around risk management of the prisoner to ensure public safety.
The tasks include court liaising, HDC, Sentence Calculations and the checking process, OASys reports, Sentence Planning, Categorisation, Reception allocations, Discharges, MAPPA and Public Protection, and Release on Temporary Licence processes, Parole and Foreign Nationals in line with Prison Service Orders and local instructions.
You will be required to liaise with several different departments/agencies internally and externally. Often there may be a requirement where the liaising is around the movement of prisoners and ensuring the prisoner is in the correct establishment legally in line with Offender Flow process.
You will be accountable for the effective management of a designated number of staff who are formed as part of a Hub. There are three Hubs within the department, therefore you may be occasions where you will be required to support another manager at same grade and their designated Hub.
Ensure engagement, support, training and motivation of all staff working within the OMU.
You will be accountable for the effective people management including absence, as well as individual line management responsibilities of specific staff. This will include annual performance reviews/My Catchups, and supervisions with specific staff you are direct line manager for. This will enable you to effectively manage performance and offer support where needed.
Ensure accurate records are kept and produce reports/data as and when required.
Ensure and monitor POMs have regular face to face contact between prisoners to ensure effective progression throughout their sentence.
To develop more innovative ways of working, which will ensure a more multiagency and collaborative approach within the OMU and the wider prison.
Attend all relevant meetings or send a suitable representative if unavailable. Advise and inform the Head of OMU Services on all matters relating to the OMU. Provider cover and support to Head of OMU Services when required.
As the department evolves and further develops, some of these responsibilities may change.
Month End Figures
Enter appropriate figures for all of your areas of responsibility onto the Month End Report by the specified date. Give a written report to Head of OMS at the end of each month.
Ensure KPTs and Contractual requirements are met, any other duties as may reasonably be expected.
Essential Qualifications
Minimum
- Management experience Desirable
- Management Qualification Level 2 CMI or Equivalent
- Experience working within a prison environment
- OMU experience
Essential, Technical Professional Skills. Knowledge & Experience
- A background in working within offenders or in a custodial environment, is desirable.
- Excellent communication skills at all levels, both written and verbal, including high level of computer literacy.
- It is essential that you have effective people management skills, with previous demonstrable experience of managing or supervising a busy, fast paced office environment.
- Capable of prioritising workloads, delegating tasks and understanding the impact of meeting tight timescales.
- A motivated individual with the drive and enthusiasm to bring about change and adopt our Rehabilitative culture.
