You will be responsible for providing highway and development advice in relation to development control and consultation support to the planning service. You will support the Service Lead in positively contributing to the achievement of the Council and Service core values and strategies.
The key purpose of this job is the preparation of information for legal agreements under the Highways Act for development sites including managing S38 agreements, S278 agreements and S116 stopping up of the highway. You will also be responsible for highway adoption records and street naming and numbering.
Key Responsibilities:
1. Be the highway authority’s statutory consultee and to provide advice and written responses on highway planning and development matters under The Town & Country Planning Act in compliance with the Tees Valley Design Guide, DMRB and Manual for Streets II.
2. Prepare and manage legal agreements in compliance with the Highways Act 1980 for development sites including:
1. Management of Section 38’s for agreements to adopt infrastructure.
2. Management of Section 278’s for agreements to improvement works within the adopted highway.
3. Management of Section 116 stopping up of the adopted highway to enable developments to take place.
4. Provide highway advice at planning committees when required.
5. Manage Financial aspects of Highways Agreements.
3. Maintain the authority’s highway adoption records and to manage street naming and numbering.
4. Undertake supervision of development works for compliance with design standards in conjunction with the Highways Unadopted New Development Officer.
5. Assist in managing the Council’s response to emergency incidents including adverse weather.
6. Ensure the Council is compliant with Construction (Design and Management) Regulations and other Health and Safety legislation on Engineering projects.
7. Identify, support, implement and help in the development of innovative solutions.
Key Requirements:
1. HNC in Engineering or Transport related discipline.
2. Working knowledge of legislation in relation to Highways.
3. Working knowledge of DMRB and Manual for Streets II.
4. Extensive experience of planning and development control and providing consultation to the planning service.
5. Experience of CDM, Health & Safety and Chapter 8.
6. Experience of working activities and knowledge relating to Engineering and Highways.
7. Experience in planning and supervising works on highway and engineering assets.
8. Experience of S116 applications, S38 and S278 agreements under the Highways Act 1980.
9. Ability to work independently, under the general supervision of the Transport, Highways and Engineering Strategy Manager.
