Job Summary
Blackwood Miners' Institute is an iconic venue in the South Wales Valleys. The Manager is responsible for its artistic vision and direction, and leading through an exciting time of change, likely to mean it becoming independent of the Council.
Job Description
1. Responsible for developing and delivering Blackwood Miners' Institute's arts and events programme.
2. Responsible for the recruitment, training, management and supervision of staff.
3. Manage and monitor the performance of Blackwood Miners' Institute.
4. Manage the Arts Development team (2 staff and freelancers).
5. Develop management plans for the development of the Theatre and Arts Service in the short, medium and long-term including business plans, artistic and audience development strategies.
6. Act as the designated building manager for Blackwood Miners Institute, overseeing the coordination of the building's maintenance and upkeep, and health and safety.
7. Generate suitable reports and presentations to appropriate Council groups such as Cabinet as Trustees.
8. Ensure all functions within the Theatre and Arts Service comply with all statutory regulations, practices and legal requirements.
9. Serve as Licensee for Blackwood Miners' Institute.
10. Devise a balanced budget containing both income and expenditure targets.
11. Monitor and control the Theatre and Arts Service's expenditure and income.
12. Seek and apply for additional grant income, financial assistance or sponsorship.
13. Liaise with external bodies such as Arts Council of Wales and Creu Cymru.
14. Develop and implement effective partnerships with arts organisations, stakeholders, private sector organisations, regeneration agencies and the local community.
15. Overall responsibility, leadership and management of the Council's Arts Service and all its functions, including the Arts Development Service and principal arts venue at Blackwood Miners' Institute.
16. Ensure the service's operations, events and functions provide inclusive and comprehensive opportunities for Caerphilly residents and visitors to participate and attend high-quality cultural experiences, contributing to the Council's regeneration, education and well-being agendas.

Job Responsibilities
1. Responsible for the development, implementation and monitoring of appropriate management plans for the service.
2. Responsible for setting and monitoring the Theatre and Arts Service's business, financial, artistic, marketing and participation objectives.
3. Responsible for the artistic vision and direction of the Theatre and Arts Service, including the development and delivery of an artistic programme of high quality, relevant and targeted arts and cultural events and activities.
4. Ensure all functions of the service contribute to Caerphilly County Borough Council's strategic objectives, and develop appropriate partnerships and relationships with external organisations, agencies and departments.
5. Ensure the Theatre and Arts Service's resources are managed effectively and appropriately, achieving its business and financial targets.
