Overview
As Track Engineering Lead, you will provide technical leadership and oversight for permanent way (PWay) engineering across rail infrastructure projects. You will ensure that all track designs and solutions meet industry standards, safety requirements, and performance objectives. Working closely with multidisciplinary teams, you will manage engineering assurance and support project delivery from early development through to construction, commissioning, and handover.
Key Accountabilities and Responsibilities:
Health, Safety & Compliance
1. Provide visible health and safety leadership and promote behavioral safety improvements.
2. Ensure compliance with Health, Safety, and Environmental legislation, Network Rail standards, and company policies.
3. Champion the Integrated Management System (IMS) within your area of accountability.
4. Lead risk assessments and implement effective mitigation strategies.
5. Ensure all project documentation complies with SHEQ requirements and is aligned with the programme and contractual obligations.
6. Promote continuous improvement in environmental sustainability, safety, and quality.
Technical Leadership
1. Act as the technical authority for permanent way (track) engineering across allocated projects.
2. Lead the development, review, and approval of permanent way designs, ensuring compliance with relevant standards and regulations.
3. Manage engineering assurance activities including Form A/B/C submissions, safety justifications, and technical approvals.
4. Attendance at Interdisciplinary Design Reviews and raising track engineering Technical Queries.
5. Support project delivery from concept through to handback, providing technical input at each stage.
6. Ensure track solutions are safe, maintainable, constructible, cost-effective, and meet performance requirements.
7. Review and approve engineering designs, specifications, and technical documents.
Project Delivery
1. Lead and manage engineering projects from concept to completion, ensuring delivery on time and within budget.
2. Support tender activities including review of pre-tender documentation and input on planning, estimating, and quality.
3. Assist in developing construction programmes in line with contract requirements and delivery timeframes.
4. Support site scoping, project planning, and mobilisation activities.
5. Reviewing project CDM documentation (WPPs, Task Briefing Sheets, Plans and Permits).
Stakeholder Engagement & Reporting
1. Collaborate with clients, project managers, contractors, and other stakeholders to define and deliver project objectives.
2. Respond to technical queries and provide engineering support during site works and installations.
3. Prepare and present technical reports, project updates, and documentation for internal and external stakeholders.
4. Ensure mandatory reporting (e.g. KPIs, Close Calls, incidents) is completed in line with company procedures.
5. Manage contractual changes, ensuring proper documentation and agreement with the client.
People & Capability Development
1. Provide mentoring, guidance, and technical support to junior engineers and operational staff.
2. Promote best practices in track engineering, digital tools (e.g. BIM, CDEs), and innovation within the team.
3. Uphold and model core company values, inspiring a collaborative and high-performing culture.
General

Job Skills, Experience and Qualifications:
1. Ideally have around 10 years’ experience in a similar role, but any other relevant experience may also be taken into consideration.
2. Degree in Civil Engineering or relevant discipline (or equivalent experience).
3. Extensive experience in permanent way design and engineering within the UK rail sector.
4. Strong working knowledge of Network Rail standards, Railway Group Standards, and applicable regulations (CDM, CSM-RA, etc.).
5. Proven ability to lead engineering activities across complex rail infrastructure projects.
6. Strong interpersonal and communication skills, with experience engaging technical and non-technical stakeholders.
7. Competent in design assurance processes, technical approvals, and safety documentation.
8. Track Hand Back Level 1 – 4.
9. Chartered Engineer (CEng) status with a recognised institution (e.g. ICE, IMechE) or working towards.
10. Experience working under Network Rail’s PACE or GRIP lifecycle.
11. Familiarity with digital engineering tools (e.g. ProjectWise).
12. Experience delivering on-site engineering support during track installation and possession works.
13. Knowledge of whole-life asset performance and maintainability considerations.
