The organisation itself is a group of military medical healthcare services based around the world that cares for armed forces personnel, ensuring that they are fit to fight and can fight back to fitness. It is staffed by around 11,100 service personnel (7,900 regular and 3,200 reserves) and 2,600 civilian personnel.
DMS Provides
* Primary healthcare, dental care, rehabilitation, occupational medicine, mental healthcare and specialist medical care to around 138,100 UK Regular Armed Forces personnel – from medical, dental, nursing and allied healthcare professionals from the military and civilian sectors.
* Medical support to operations, training and other Defence commitments - planning and providing medical services in the UK and overseas.
* Medical support to warfighting which requires mass deployment of medical capability.
* Strategic relationships through global health engagement and medical intelligence gathering. DMS is part of Strategic Command and is made up of:
* Royal Navy Medical Service
* Army Medical Services
* Royal Air Force Medical Service
* Headquarters DMS (HQ DMS)
This role provides an exciting, challenging but rewarding opportunity for an experienced Project Delivery professional to join the team and help the DMS, its caring, highly motivated and professional healthcare and operational workforce, to improve and modernise its Services and contributions to Defence.
This is a full time role consisting of 37 hours per week.
Job Description
As a DMS Project Manager, you will be part of a dynamic team of project delivery professionals, working hand in hand with business SMEs to deliver benefit to Defence aligned to DMS Transformation priorities. You will build, support, oversee and lead multidisciplinary teams to ensure objectives are clear and defined; delivered to approved standards of time, cost and quality; and project progress monitored and reported effectively. You will have significant autonomy (within defined governance structures) to lead your teams in the planning and delivery of change activities, whilst adhering to Defence Portfolio, Programme and Project Management (P3M) methodologies.
Person specification
Duties and responsibilities of the role include, but are not limited to:
* Consulting with a wide range of stakeholders and exploring a robust range of options and evidence bases to develop, seek approval for, and maintain Project Plans, including (but not limited to); schedules; milestones; risks; resource plans; costs; benefits; assumptions, dependencies and risk management plans.
* Developing any associated business cases in line with Defence Investment Appraisal policy, demonstrating value for money, considering a robust range of options and seeking appropriate funding through relevant investment approval authorities.
* Motivating, Coordinating and Leading multidisciplinary teams in the Delivery of approved project plans. Making day to day decisions in line with approved plans.
* Leading on associated procurement activities in support of project acquisition objectives and in line with Defence and Government Commercial policy.
* Managing, reporting and where required, escalating Risks, Issues, Opportunities. Additionally, monitor Assumptions and Dependencies to effect and in line with wider programme methodologies.
* Leading a small team of (potentially) 3-5 team members, (Grade Higher Executive Officer (HEO) and Executive Officer (EO) project and programme management professionals to build programme, portfolio and project management (“P3M”) capacity and capability within the organisation.
Essential Qualifications
A formal Project Management Qualification (above Foundation or Awareness Level), such as APMQ, Prince 2 or MSP.
Essential experience:
Successful delivery of projects utilising P3M standards, tools and techniques. Demonstrable experience of successfully delivering change projects to Time, Cost and Quality, utilising recognised Project Management Techniques, Tools and Methodologies to Define, Design, Plan and Implement new or different services and products, in pursuit of measurable benefits.

This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
