Are you interested or wish to be involved in the future of the green economy? Inch Cape Offshore Wind Farm is a 1080MW offshore wind farm situated 15km from the Angus coast in the North Sea. The power it generates will be transmitted 85 kilometres to a new substation at Cockenzie, in East Lothian, from where it will enter the national transmission system. Inch Cape is a more than £3 billion infrastructure project that will make a significant contribution to the UK’s carbon emissions reduction targets. Once complete, its 72 turbines will generate enough electricity to power almost half the homes in Scotland.
Summary of Assignment:
The Senior Commercial Manager will provide commercial, contract management, and procurement support across all packages (T&I, WTG, FOU, Cables, O&M, and substations) during the development/construction of the offshore wind farm.
Travels required:
Mainly WFH with some travels to the Edinburgh office for meetings as and when required (around 2 days a month, normally within the same week and communicated in advance).

Flexible times - Monday to Friday - 7.5h a day (normally between 8am and 6pm).
Responsibilities:
1. Tendering and contract award process:
1. Own and run the tendering process in cooperation with Package/Project Manager and Engineering for own areas.
2. Be responsible for the tender strategy and ensure it is aligned with the overall Package/Project Procurement Strategy.
3. Be responsible for the commercial part of tenders including conditions of contract.
4. Engage with Package/Project Managers and Engineering team members to ensure that tender and contract terms match scope and deliverable requirements.
5. Assessment and benchmarking of tender offers.
6. Be the lead of the negotiation team at negotiation with bidders.
7. Detailed and robust negotiation of pricing with bidders.
8. Engage with Legal when needed on tendering and contract issues.
9. Be responsible for the commercial evaluation of the bids in a tender and work with Package/Project Managers and Engineering to produce contract award recommendations and present to senior management for approval.
2. Contract Management:
1. Proactively manage contractor claims and variations.
2. Proactively obtain cost savings from contracts by ensuring value engineering opportunities are fully investigated and developed.
3. Create and maintain contractual obligation registers and monitor to ensure that contractual obligations are being met by both ICOL and the Contractors.
4. Manage Contractor applications for payment, liaising with Package/Project Managers to ensure payment obligations are being met.
5. Engage with document control to ensure correct processes are being adhered to by package management and Contractors.
6. Engage with finance and legal stakeholders to ensure alignment with RRPL policies.
7. Contribute in commercial risk assessment and actively contribute to risk mitigation.
8. Manage contractor compliance with Tier 2/3 open book tendering processes to deliver best possible value to the project.
9. Manage commercial administration of project.
10. Deliver against commercial objectives including cost savings for assigned contracts.
11. Prepare and update CAPEX and OPEX Costing Forms for responsible contracts.
12. Support Project Controls team with monitoring and reporting budgets and forecasting.
13. Prepare commercial inputs to monthly progress reports.
14. Work with internal and external stakeholders to ensure compliance with the ICOL Supply Chain Plan.
15. Represent ICOL at external events to engage with and encourage support from local suppliers.

* Market knowledge & experience working with offshore foundations supply and transport & installation contractors
* Experience of commercial management of similar contracts for large scale energy projects (preferably offshore wind farms or onshore wind farms)
* Strong experience of commercial tender negotiation and managing multiples contracts
* Experience with negotiating and managing FIDIC forms of contract
Qualification:
* Relevant 3rd level qualification LL.M (Legum Magister); European Community Laws, International Commercial and Financial Laws, Contract Law (desirable)
* Accreditation Member of the International Association for Contract and Commercial Management
