The Chief Executive is accountable to the Scottish Ministers for the economic, effective, and efficient operation of the Agency and is responsible for providing assurance in relation to financial and operational performance. The Chief Executive is appointed as the Accountable Officer for the agency by the Principal Accountable Officer for the Scottish Administration (the Permanent Secretary). Our Senior Management Team are responsible for monitoring and challenging progress against our objectives on a quarterly basis, and we formally report on our performance against our objectives within our Annual Report and Accounts each year. About the role: To complement the continuing Non-Executive Members, we are seeking a new Chair, with senior finance experience, including strategic financial planning and mitigating financial risk and a new general member, with experience in the Transport Sector, operations, public policy, public procurement and contract management (desirable). They will be a crucial member of the Finance, Audit and Risk Committee, providing business acumen, experience of complex organisations, strategic oversight, and evaluation of our long-term financial plans with an in-depth background in audit management. The next three Committee meetings are scheduled to take place on 28 May, 27 August and 26 November 2025. There will also be a need for membership on specific Project and/or Programme Boards to provide constructive challenge to the work being undertaken. * Audit experience, preferably in the role of chartered accountant or equivalent experience (Chair requirement).
* Public procurement experience, finance, and risk expertise.
* Extensive knowledge of the Transport Sector within Scotland.
* Commercial experience relating to public sector contracts.
* Experience at board or senior operational level of management of a large-scale organisation.

Transport Scotland is Scotland's national transport agency, seeking to deliver a safe, efficient, cost-effective, and sustainable transport system for the benefit of the people of Scotland. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people, and the environment.
Remuneration is £330.00 per day for a time commitment of 12 to 20 days per year. Reasonable expenses incurred will be reimbursed. The appointments are non-pensionable.
Length of Term The appointments are from May 2025 to August 2028 with option for a second term of three years at mutual agreement.
