The Programme Lead is a pivotal role within the Jack Hazeldine Foundation, responsible for driving the effective and sustainable delivery of our mentoring and tutoring programmes. This role involves strategic oversight, operational management, and a commitment to continuous improvement to ensure our programmes achieve their objectives and make a significant impact on the lives of young people.
The Programme Lead will develop and maintain strong partnerships with stakeholders, ensuring collaborative efforts that enhance the reach and effectiveness of our work. This position requires a dynamic leader who is passionate, skilled in programme management, and committed to fostering a culture of excellence and innovation.
The Programme Lead will serve as the deputy Designated Safeguarding Lead and take an active role in ensuring the safety and wellbeing of our young people.
This is an exciting time to join the JHF as we have been successful in securing a CAF Resilience Grant, enabling us to undertake a full operational review of our services. The Programme Lead would make an essential contribution to this review process helping shape the future of our organisation. The review process could lead to the role being extended and/or made permanent.

Hours: Full time – 37.5 hours per week. Monday – Friday. Including some flexibility to work from home (to be agreed)
Contract: Employed – This is a one-year temporary role, with the potential to become permanent, subject to an organisational review and satisfactory performance in the role

Duties and Responsibilities:
* Lead the JHF Mentoring and Tutoring Programme liaising with the CEO, Finance Lead and HR Officer to agree termly strategy for 1:1 placements.
* Monitor effectiveness and financial sustainability of the programme and provide information and recommendations to the CEO and Operations and Finance Lead to inform future growth strategy.
* Lead the day-to-day operational activity of the programme to include management of new referrals, creation and termly review of placement targets, attendance, safeguarding and impact evaluation ensuring that programme delivery is effective and outcome focused.
* Lead on the induction and ongoing performance of self-employed mentors/tutors overseeing and quality assuring start and end processes for placements. Design and implement programme resources and support materials based on need and monitor their effectiveness.
* Ensure that all programme information including case information, placement details, consent forms, risk assessments and SLA’s are actioned, accurately recorded and maintained in the CRM system.
* Line manage the Programme Team Assistants ensuring that robust and appropriate safeguarding practices are developed and maintained.
* Ensure that the programme complies with the North Somerset ALP Framework, providing comprehensive and accurate information for quality assurance purposes and updating/improving programme practices based on feedback.
* Collaborate with the Community Engagement and Fundraising Lead to design, implement and evaluate funding bid proposals and activity.
* Develop and manage relationships with external referral agencies eg. NSC SEND team, schools, community partners and parents building and maintaining our professional reputation and ensuring we are meeting the needs of the child.
* Represent the JHF at stakeholder & partner events including EHCP reviews, CIN meetings, ALP meetings and attendance at external events.
* Conduct regular reviews of practice with external stakeholders to gather feedback and identify areas for improvement.

Qualifications & Experience
* Proven experience in programme management and strategic planning.
* Strong analytical and problem-solving skills.
* Excellent communication and interpersonal abilities.
* Ability to work collaboratively with diverse stakeholders.
* Leadership experience with a track record of building and managing effective teams.
Skills & Knowledge
* Strong IT skills, particularly MS Excel and Word
* Ability to respond to deadlines and prioritise workload
* Strong Safeguarding knowledge and understanding, including experience with multi-agency working and risk assessments
* Understanding of UK Data Protection requirements
Personal Attributes
* Highly organized with attention to detail
* Integrity and discretion when handling confidential information
* Strong communication skills, both written and verbal
* Proactive and able to work independently as well as part of a team
* DBS Certificate on the update service
* Understanding of SEND practice and ECHPs
* Understanding of the ALP framework and safeguarding frameworks relevant to North Somerset Council
