Job description
Principal Planning Policy Officer - Infrastructure
Our client, a leading local authority, is seeking a Principal Planning Policy Officer - Infrastructure to join their team.
Specialist - Infrastructure
As a Principal Policy Planner, you will be responsible for working on a number of infrastructure-related studies, including the preparation of infrastructure plans, obligation strategies (including Community Infrastructure Levy), planning policy, and supplementary planning documents related to developer contributions and transport strategies.
Your expertise in the innovative and practical development of infrastructure planning, CIL, and S106 obligations will be crucial in navigating these complex projects efficiently, as well as working collaboratively with internal officers and external partners.
Key Responsibilities:
1. Leading planning policy projects, including the commissioning and leading on the preparation of evidence base and Development Plan Documents
2. Understanding and applying Community Infrastructure Levy (CIL) and S106 legislation, as well as other relevant legislation and policy related to infrastructure planning and delivery
3. Dealing with major and complex planning policy matters, particularly in relation to infrastructure and viability projects
4. Conducting and managing multiple infrastructure workstreams, and analyzing, interpreting, and summarizing large amounts of information
5. Providing expert advice and guidance on planning strategies, policies, and regulations, ensuring compliance with relevant legislation and standards
6. Working with external partners, statutory bodies, elected members, and developers/housebuilders
7. Managing complex projects and using project management tools
8. Communicating effectively, negotiating, and presenting information to stakeholders at all levels
Job Requirements:
9. Proven experience of leading on planning policy projects, including the commissioning and leading on the preparation of evidence base and Development Plan Documents
10. A comprehensive understanding of Community Infrastructure Levy (CIL) and S106 legislation, as well as other relevant legislation and policy related to infrastructure planning and delivery
11. Experience in dealing with major and complex planning policy matters, particularly in relation to infrastructure and viability projects
12. The ability to conduct and manage multiple infrastructure workstreams, and analyze, interpret, and summarize large amounts of information
13. Expertise in providing advice and guidance on planning strategies, policies, and regulations
14. Recent and demonstrable experience of working with external partners, statutory bodies, elected members, and developers/housebuilders
15. Strong project management skills, including recent experience of managing complex projects and using project management tools
16. Excellent communication, negotiation, and presentation skills, with the ability to engage and influence stakeholders at all levels
