On behalf of the MOD, we are looking for a Requirements Writer (Inside IR35)Contract duration until December 2026 (22 Month Contract)Hybrid - 2/ 3 days per week in Blackpool or Gosport or Glasgow.The Defence Business Services (DBS) Next Service Delivery Contract projectteam are developing a strategy to disaggregate the current service deliverymodel in preparation for the contract's expiry in 2027.The existing Service Delivery Contract provides services for militarypersonnel and veterans including Pensions and Compensation Services, HR,Payroll and associated common services including hosting and applicationinterfaces.An experienced Requirements Writer is required to further develop andarticulate future requirements in preparation for procurement activity.This role will require the individual to engage with stakeholders acrossdifferent business areas to define and clearly articulate requirements tomeet the future business need.SC Clearance is an essential requirement for this role; as a minimum you must be eligible and willing to undergo these checks.As a Requirements Writer, your main responsibilities will be:
* Effective stakeholder engagement to identify, gather, and assess functional and business user requirements in preparation for procurement activity.
* Lead relevant working groups to prioritise requirements effectively.
* Responsible for development of the Statement of Requirements and associated supporting documentation to ensure potential suppliers can provide accurate proposals.
* Use prioritisation of requirements to inform the tender evaluation strategy.
* Understand the impact on cost and time associated with new or revised requirements.
* Work with key stakeholders to assess requirements, using market insight effectively to ensure these do not restrict likelihood of successful procurement activity.
* Production of an accurately recorded requirement set with appropriate documented traceability (i.e., its origin, design, specification, implementation, validation, deployment, and use), in both forward and reverse direction and its relationship with other entities.Essential:
* Commercial - experience of working with contracts both procuring and drafting.
* Experience of working collaboratively with good analytical and communication skills
* Demonstration of strong drafting skills, specifically when writing requirements.
* Strong stakeholder management skills.
* Experience of operating across a diverse stakeholder network to gain consensus view.
* Understanding of MOD working practicesDesirable:
* Experience of working in a complex programme.
