The single corporate service is delivered across both organisations. You may be based at either IWT or PHU and individuals may be required to undertake business travel between sites. For leaders managing staff across multi-site locations, you will need to be visible and provide in-person leadership. The arrangements and frequency will be agreed locally.

Procurement Specialist [Non-Clinical]

Following our partnership with the Isle of Wight NHS Trust we have a vacancy for you to join our team as a Procurement Specialist working closely with a range of expert staff across the organisation and beyond. You will play a significant role in the continued development of a high-quality service. Having previous Public Sector experience would be highly beneficial to this role.
This is a fast-moving and important department to work in supporting the organisation. You will apply the 5 P's (Power, People, Processes, Planning, and Prevention) to meet different challenges every day. You will be an integral part of the team providing a first-class procurement service.
We recognise that every product and service we procure on behalf of the two Trusts will affect each patient. We are committed to providing best value services, goods, supplies and works across the non-clinical category.
There will be a requirement for you to be mobile and attend meetings at client sites. Occasional travel across the geographical area will be expected. Our NHS Procurement Team is based in a brand new facility at Lakeside North Harbour, close to Queen Alexandra Hospital on Portsmouth (Junction 12 of M27).
You will be expected to work on site at Lakeside for a minimum of 3 days a week.
* Take responsibility for the procurement of a range of services (including healthcare), equipment, consumables, digital solutions, and professional services by delivering a range of low to medium value contracts and developing new and innovative market offerings and methods of evaluating tender returns to maximise cash releasing benefits.
* Provide project support to Senior Procurement Managers and Head of Procurement.
* Provide a full range of services, including Strategic and Category Sourcing, Data Management and Consultancy services, Commissioned Healthcare Procurement, Operational Procurement, Supply Chain Management, and Advanced Inventory Management to Portsmouth Hospitals NHS Trust and other NHS Clients including the newly formed Integrated Care Boards.
* Our Commissioning Procurement Team works with the Integrated Care Board (ICB) across Hampshire and IoW.

Qualifications
* Mathematics and English Language to level 2 or relevant equivalent.
Experience
* Experience of working in Procurement.
* Experience of competitive quotations and tenders.
* Experience of influencing others to lead change.
* Experience in public sector.
Skills & Knowledge
* Understanding of the principles of procurement.
* Competent with Microsoft Word, Excel, PowerPoint, and Teams.
* Good written and oral communication skills.
* Proactive with good project management skills.
* Able to work as part of a team. Able to use initiative and work independently.
* Understanding and knowledge of UK Government public procurement regulations/legislation (e.g., TUPE, Social Value, Public Contract Regulations, Freedom of Information etc).
