This position performs work related to the construction management of the City’s construction projects from the design phase and implementation through inspection and project completion. Works under the general direction of the Assistant Director, Deputy Director, or Director.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
1. Oversees construction project management and delivery, including construction project oversight, inspection, and input such as constructability reviews during design.
2. Inspects the quality of ongoing and completed construction work to ensure conformance with approved plans and specifications, City ordinances, and department regulations. Tracks progress and costs of completed work.
3. Processes purchase orders; verifies change orders and payment requests. Prepares project status reports.
4. Coordinates activities with other City departments and outside agencies to include Miami-Dade County Public Works, Florida Department of Transportation, and FPL. Prepares service requests to initiate required City services.
5. Controls the cost, time schedule, and quality of City projects; coordinates the work of subcontractors for other trades working on the projects; coordinates and organizes work done by City personnel; orders necessary material, rents equipment, and coordinates the use of City equipment needed in the construction process.
6. As directed by the Director, Deputy Director, or Assistant Director, manages or oversees the management of all phases of construction to include inception, planning, design, specification, construction, and completion phases.
7. Prepares construction estimates and plan concepts for Public Works projects. Reviews plans, specifications, and other construction bid documents prepared by consultants and City staff.
8. Communicates with General Contractor, subcontractors, and field personnel throughout the project through RFP/RFI/RFQ, email, mail, and telephone to ensure smooth and appropriate authorizations of production and timely completion of work.
9. Performs administrative functions throughout the process of projects from design through completion. Inspects projects for substantial completion and prepares punch lists of deficiencies; arranges for correction of defects.
10. Assists in resolution of construction project claims and disputes.
11. Ensures complete and timely closeout of projects.
12. Participates as part of the City’s Emergency Response Team, performs damage assessments; prepares reports; prepares cost estimates for repairs; assists with the coordination of facility repairs; performs contractor inspections for emergency repairs to assure quality of work.
13. Manages CEI inspectors, contractors, and consultants.
14. Acts as a liaison between the City and subcontractors, consultants, utility companies, etc. working on City projects; processes plans through Building and Zoning in order to obtain construction permits.
15. Performs other related duties as assigned.
Minimum Qualifications:
1. Bachelor’s Degree in Construction Administration, Architecture, Engineering, or related field.
2. Five (5) years of experience in construction or related field.
3. Valid Florida Driver's License.
4. A comparable amount of training or experience may be substituted for the minimum qualifications.
