Salary Base salary: c£41750 pa to £49100 pa depending on skills and experience. In addition, we offer a flexible benefits fund of 15% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Compliance Manager at HS2 you will be responsible for overseeing the end-to-end management of the reimbursement process for Local Planning Authorities (LPAs) across Phase 1 in relation to consenting matters under Service Level Agreements and Funding Agreements. Key responsibilities include ensuring compliance with contractual agreements, fostering effective stakeholder engagement with LPAs to support them with discharging their responsibilities under the Act to provide consents for HS2 works, and maintaining and enhancing processes to ensure they remain fit for purpose and aligned with organisational objectives.
About the role:
* To be responsible for managing the day-to-day compliance with Service Level Agreements (SLAs), Funding Agreements and other commitments within the CIU scope for LPAs, ensuring all parties adhere to the agreed terms.
* To be responsible for managing the LPA relationship and being the first point of contact for queries, providing consistency and clarity for LPA, and to provide advice and support to HS2 IPTs and contractors.
* To be responsible for effectively managing compliance and control of commitments and agreements within the CIU scope for LPA and supporting negotiation of third-party agreements with LPA.
* To be responsible for managing an independent and challenging approach to support production of consistent documentation across all procurements and ongoing commercial management activities for CIU scope, that follow the relevant policies and procedures. In turn ensuring a smooth transition through the HS2 governance & assurance models.
* To be responsible for managing and undertaking compliance reviews for LPA agreements including recommendations for improvement, escalation as appropriate, and to ensure compliance with Procure to Pay Control Framework and Commercial policies and processes.
* To be responsible for acting, where requested, as Secretary for the HS2 Conflicts of Interest Panel and as point of contact for the reporting, registering and monitoring of all potential/actual conflicts of interest and gifts & hospitality.
* To be responsible for producing and inputting into written and verbal reports for the Strategic Partnerships Senior Manager and Civils Directorate Leadership as required.
* To be responsible for managing the delivery and analysis of cost verification services, taking a risk-based approach to the assessment of cost and payments managed within integrated delivery teams.
* To be responsible for supporting the delivery of change initiatives from identification through to implementation and embedding.

* Understanding of procurement and life cycle of contact management processes and audit processes and procedures.
* Understanding of financial payment processes.

* Experience of working with public and private sector organisations.
* Experience of stakeholder management with public and/or private sector organisations.
