Requirements
The Technical Consultant will have development background and experience of the public sector, with experience of how technology is used to digitally transform public services. The role will build deep expertise in the use of low code platforms, integration, workflow, and automation solutions and develop a broad knowledge of current and emerging technology solutions in the sector. The role will report to the Head of IT & Innovation, with specific accountability for technical delivery, including data analysis, migrations and system integrations.
Delivery
1. Design and build solutions using low code platforms and related technologies.
2. Design and deliver complex technical development and integration work. leveraging technical integrations with low code platforms and other applications and data sources.
3. Provide direction and technical expertise on how low code platforms and associated technologies will be implemented, configured and used to build digital services for clients
4. Provide direction, training and advice to customers and colleagues on how low code platforms can be used to deliver digital services.
5. Ensure that technical standards for the design, development, testing and deployment of digital services are defined, documented and maintained.
6. Support the development of technical libraries, ensuring digital and logical assets meet agreed standards.
7. Design generic components and templates which can be reused by other Methods consultants when delivering solutions to customers.
Education/ Qualifications
8. Degree or equivalent professional experience in information technology or related field.
9. Professional qualifications or equivalent professional experience relating to software and database development, project management and business analysis.
10. Minimum of 3 years’ experience of PowerApps experience.
11. Experience of application development and data migration.
12. Experience of technical solution architecture and design.
13. Experience of business analysis, including requirements elicitation, process definition, data analysis and re-engineering.
14. Working within project teams using agile and waterfall methodologies.
15. Experience of supporting the facilitation of change within and across public sector organisations.
16. Experience of client and stakeholder management.
17. Commitment to improvement of the public service domain.
18. Experience of software development or data analysis in a local government organisation or similar public-sector body.
19. Experience of delivering training on software applications.
20. Understanding of the local government sector and technology market with knowledge of key products.
21. Experience of leading, mentoring and supporting small and focussed professional teams.
22. SQL skills (Including MySQL, and SSIS).
23. Data analysis, integration, migration and database optimisation.
24. Client and stakeholder interaction and engagement and management.
25. Good written and verbal communication skills.
26. Strong interpersonal and influencing skills across a wide group of stakeholders.
27. Strong analytical and problem-solving skills.
28. Ability to clearly explain technical ideas and concepts to non-technical audiences.
29. Training and coaching skills.
30. Ability to work effectively under pressure and manage risks and issues.
31. Self-motivated with a flexible approach to work.
This role will require you to have or be willing to go through Security Clearance.
