The Diagnostics Programme Team is responsible for implementing both the recommendation of Richards Review and commitments in the Long Term Plan for diagnostics services.
Working with colleagues across the region and with ICS systems, the Team will lead and support the transformation and recovery of diagnostics services and will be responsible for:
* Providing oversight and strategic direction of the implementation and delivery of the recommendations of the Richards' Review; 'Diagnostics: Recovery and Renewal' across North West.
* Identifying the key priority focus areas for diagnostics transformation across the region.
* Delivering the Community Diagnostics Hub programme.
The Diagnostics Team will support Integrated Care systems to deliver the diagnostics transformation, specifically supporting network formation, review of clinical pathways, and implementation of Community Diagnostic Hubs. The overall objective of the team is to improve outcomes and access to Diagnostics, ensuring earlier diagnosis and connected patient records.
This role will provide programme and project management support to the Senior Diagnostic Transformation Manager(s) as well as the wider NW Diagnostic Team, Senior Managers, Directors, and stakeholders.
Main duties of the job
As Programme Manager, the post holder will work as part of a dynamic team in delivering an effective service supporting the national focus for investment and transformation of Diagnostics and timely delivery of Community Diagnostic Hubs.
The post holder will support the provision of an efficient, effective, and high-quality professional and well-coordinated service capable of meeting all statutory, regulatory, and NHS requirements, ensuring alignment with the activity of the organisation.

Job responsibilities
The postholder will:
* Support the Senior Diagnostic Transformation Manager(s) with strategic leadership and operational management of the programme contributing to the effective delivery of the national diagnostics programme.
* Support delivery by engaging with subject matter experts, system partners, and key stakeholders involved in the diagnostic programme's workstreams.
* Deputise for Senior Diagnostic Transformation Manager(s) in a full range of duties including attending and/or chairing internal and external meetings.
* Ensure accurate and open communication between NHSEI programme managers, ICS programme managers, and key organisations is enabled and accommodated.
* Co-ordinate and create returns to NHSEI relating to the progress of workstreams to ensure they align with national and regional strategic aims and objectives.
* Identify issues, risks, and mitigations ensuring these are documented using local systems and processes, escalated appropriately when necessary and reviewed regularly.
* Support financial undertakings to monitor and manage programme budgets effectively, acting in accordance with organisational policies and procedures.
* Support the portfolio of initiatives in demonstrating value for money and managing and delivering agreed benefits.
* Operate professionally in a sensitive and political arena.
* Work flexibly as a member of the Diagnostics Team developing good working relationships with colleagues internally and with external stakeholders.
Person Specification
Qualifications
* Educated to Masters level or demonstrable experience of working in a similar role at this level in a specialised area.
* Qualification such as PRINCE2 or Managing Successful Programmes (MSP) or extensive and demonstrable experience of Programme or Project Management and appropriate application of project management methodologies including Agile.
Knowledge
* Expert knowledge of programme and project management techniques and understanding of applying these methodologies to drive, monitor, and control projects.
* Previous experience working as a Programme Manager.
* Experience of managing change.
* Developing delivery milestones and implementing project action plans and task tracker.
Skills
* Excellent organisational skills, strategic thinking, and ability to anticipate and resolve problems.
* Ability to prioritise workload effectively and meet set or conflicting deadlines. Respond to sudden unexpected demands.
* Demonstrable experience of delivering results.
