Temporary Revenues Inspector - Financial Services

Pay Rate: £15.98 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 3 months
City: OXFORD
90% of this role will be walking / travelling round Oxford on visits.
Someone to hit the ground running so they must have either direct experience with Council Tax / Business rates inspections or another enforcement role such as trading standards.
Maximise revenue by undertaking inspections of properties/building sites across the City identifying new/amended Council Tax and Business Rate charges. Assist in the control and maintenance of the accounting systems within Revenues reporting to the Valuation Office any changes as appropriate. Work as part of a team providing a comprehensive inspection service for the City Council, in line with the Council’s policies and procedures and performance targets.
Key responsibilities:
Negotiate with customers/developers’ completion dates for new and structurally altered properties to bring them into rating in a timely manner and in accordance with legislation.
Issue prompt reports to the Valuation Office regarding any new properties or alterations to properties as appropriate
Process incoming data in respect of the billing and collection of Council Tax and Business Rates
Carry out rolling reviews to ensure that reliefs, discounts and exemptions have been awarded correctly.
Liaise with customers/businesses both in person, at their home/on site and on the telephone to establish liability and eligibility for awards of discounts and exemptions maximising take up of reliefs for those entitled to them.
Liaise with internal and external stakeholders to determine correct property database, liability and collection of arrears.
Assist in providing training, coaching and mentoring to staff.
Support the development and delivery of the Revenues service, making recommendations to aid continuous improvement and ensure innovation is pursued and recognised.
Qualifications:
Educated to GCSE level (or equivalent), including English and Maths at grade C or above or qualification by experience.
Full clean driving licence
Knowledge:
Proven knowledge of Council Tax and Business Rates collection
Experience:
Experience of working without supervision and managing own workloads using judgement to research and solve problems relating to completion of personal and teamwork plans
Experience of using Civica OPEN Revenues and Workflow systems - desirable
Skills & Abilities:
Good IT skills and practical knowledge of Microsoft Word and Excel to carry out the requirements of mobile working and database maintenance
Good listening and questioning skills
Ability to interpret legislation and communicate information to nonspecialists both verbally and in writing
Ability to demonstrate a focused approach to delivering work - desirable
