MWH Treatment is looking to strengthen their Engineering Leadership team with a Technical Excellence Manager. You'll be working directly on MWH Treatment's joint venture partnership, the Cambridge Waste Water Treatment Plant Relocation Project. The Technical Excellence Manager is predominantly a supply chain facing role that will report directly to the project's Engineering Director and is responsible for all aspects of technical compliance and supply chain design integration, including managing the delivery of supply chain aspects of design. As part of the Engineering Leadership team, you will be responsible for ensuring tier 2 partners have the necessary competency and standards as required, plus any other CDM Principal Designer duties under the delegation of the Engineering Director.
The current design is at an outline status and you will be managing the delivery of the final outline design development, procurement of the design subcontractors towards detailed design for construction. Working with the integration leads as part of the engineering leadership team, you will ensure all outputs meet the requirements of the project within timescales agreed with the project team. Providing technical and project management support during development as required. In this role, you will:
1. Be an active member of the engineering leadership team (ELT), who will collectively manage and develop an engineering design team fit to deliver industry-leading engineering design and solutions.
2. Be responsible for package engineers and subject matter experts for the project.
3. Ensure the third-party designs are compliant with engineering best practices and client specifications working with the integration leads.
4. Coordinate supply chain facing technical meetings before the award of every contract and regularly through the life of the project.
5. Ensure design audits are conducted in suppliers' premises to ensure competence and compliance.
6. Work collaboratively with the Senior Leadership Team, Project Management Team, Design Team, Construction Team, and all key stakeholders to deliver best value solutions.
7. Be responsible for managing supply chain technically for the project and therefore grow your professional internal and external networks with a multitude of partners.
8. Assist in the appointment of specialist contractors and management of the specialist contractors' design team contracts to cost, time, quality & safety requirements.
9. Manage the production and coordination of the third-party delivery aspects of the design programme, Employers and Customers Requirements and design deliverables schedule throughout the project.
10. Contribute to the procurement strategy in assisting procurement in producing RFQ, auditing supplier competency, and assisting in particularly specification development towards contract formation with circa 100 supply chain partners that will be contributing to the design.
11. Ensure by working with the project planner, that all supply chain facing design deliverables are integrated within the construction programme.
12. Manage the delivery of design in accordance with the design management plan and design brief, including client requirements, cost, programme, best practice design standards, design responsibilities, BIM strategy, and contract agreement.
13. Ensure clear record keeping and monitoring of design process/programme/deliverables.
14. Ensure the scope of solution is clearly defined and agreed by all parties, design complies with Client brief, contract, current legislation, Development Consent Order, building regulations, CDM, and relevant technical requirements.
15. Ensure that all responsibilities under CDM regulations are maintained by the project and design teams.
16. Manage & Lead buildability, risk, opportunity, and value engineering reviews.
17. Liaise with client technical authorities to support their understanding of technology and technical decisions on the project.
18. Ensure supply chain proposals are compliant with employer’s requirements.
19. Ensure any design derogations are included in the subcontracts.
20. Monitor and report supply chain package design progress on a weekly and monthly basis, including taking action to maintain design delivery to time, cost, drive efficiencies, quality, and safety requirements.
21. Implement the agreed DCO Project Principles in the delivery of the project design.
22. Deliver leading-edge collaborative design by ensuring teams are synchronized and aligned in their processes and approaches to deliver the highest standards safely and consistently.
23. Ensure that the Environmental and Enabling activities are undertaken hand in hand with Design/Engineering activities such that the DCO & Delivery requirements are generated smoothly and efficiently.
24. Oversee the Technical deliverables ensuring they are produced within the required timescales, technical costs are properly managed and Technical change is tightly controlled.
Essential:
1. Engineering degree.
2. Preferably a chartered engineer or working towards chartered status.
3. Demonstrable technical experience of designing multi-disciplinary water industry capital projects, from solution to detailed design.
4. An experienced manager of people and teams, developing others, and managing staff welfare.
5. Experience, or a strong understanding of construction, procurement, and commissioning.
6. Proven record in delivering water design projects to program, budget, and quality requirements, and managing competing tensions.
7. Proven ability to manage designer's responsibilities under CDM.
8. Experience of Wastewater and Sludge Treatment Centres.
9. Supply Chain facing experience and an understanding of working across a tier 2 to tier 1 boundary.
