This is a contract for 12 months. JOB TITLE: FOCAL POINT KEY RESPONSIBILITIES: The Supply Chain Focal Point will lead all procurement and supply chain activities for Petrofac’s Asset Solutions business in accordance with the SCM functional objectives and will ensure effective processes, procedures and resources are deployed. Reporting to the Supply Chain Manager this position will be required to work on their own initiative dealing directly with the business line stakeholders, to plan, tender and manage all Supply Chain activities in line with Petrofac best practice. Accountable for the planning and delivery of all Supply Chain activities required in support of tendering, pre-FEED, FEED and project execution activities within the business line. This is dual role to provide strategic management in support of Supply Chain activities and hands on delivery and implementation. Supply Chain Focal point for business line within Asset Solutions UK. Responsible for Procurement, Expediting and Materials team under the specific business line. Accountable for delivering Procurement OPEX / CAPEX budget and provide cost efficiencies as per agreed plan. Supply Chain Management input to proposals including resource estimating utilizing Supply Chain norms, providing written narrative and strategies. Develop and implement project execution plans and Supply Chain strategy papers. Management of process in line with company DoA and due diligence. Responsible for managing the designated SCM resources in line with business line requirements: arranging holiday cover; deploying adequate and competent resources on projects, setting clear targets and measuring performance for the SCM team. Accountable for establishing, managing, and monitoring Project PSR(s) and proactively managing SCM performance. Responsible for proactively managing supplier registration and complying with all Compliance and Supplier Due Diligence requirements. Key stakeholder management includes Asset Managers, Project Manager’s, Project & Discipline Engineers, Clients, Vendors, Functional Heads, etc. Provide regular and accurate reporting to business line, function heads and clients. Procurement of materials and services in the most efficient and cost-effective method in accordance with Company procedures and code of business conduct. Manage detailed procurement planning work to ensure timely selection of suppliers and optimal timing of order commitments. Establish bidder’s list including pre-qualification activities where required subsequent issue of pre-qualification questionnaires and preparation of tender lists. Issue of RFQ packages for required goods/services including bulks, engineered products, fabrications, and major packages. Resolving all pre-tender and post tender queries. Compiling and reviewing key supply chain documents such as SSA’s, RTA’s and RRC’s. Lead all price negotiations with suppliers/bidders to achieve demonstrable price reductions, resolving claims and variations. Post order administration including variations, expediting and inspection requirements, invoice queries, and close out. Ensure the correct use of Supply Chain systems for implementing procurement, expediting and material control, i.e. ORACLE, MODS, etc. Attending and participating in progress meetings as well as representing the Supply Chain function at meetings when required. Lead and manage direct reports within procurement teams to ensure all work undertaken by the team is undertaken in accordance with Company procedures and code of business conduct. Ensuring all Supply Chain Management activities are executed in accordance with Company and statutory regulations. The Supply Chain Focal Point has some Functional DoA responsibility for approvals. Any Purchase Orders can only be cut upon automated approval by others in accordance with established DoA. The role will require the validation of 3rd party supplier invoices to demonstrate progress against milestones and/or completion of deliverables. Final approval of invoices will be by others. Development of SCM strategies in support of project delivery and best practice. Interrogate Plans and Construction Schedules to drive SCM strategy. Provide accurate updates and reporting to key internal stakeholders in support of project delivery. Deliver a portfolio of projects across multiple clients and stakeholders. Identify risks and opportunities with Supply Chain Management. Manage and forecast resource requirements. ESSENTIAL QUALIFICATIONS AND SKILLS: End to End supply chain project execution experience on UK Onshore and Offshore sites. Detailed knowledge of the UK Oil & Gas Construction and Fabrication sector. Proven track record of developing and implementing Supply Chain Management strategies on multiple projects. Demonstrable commercial awareness gained through progressive career path and experience of managing Oil & Gas Supply Chain delivery. In-depth experience of Commercial Terms and Conditions and proven track record of negotiated resolution. Experience of building, developing, and leading a supply chain team. Experienced in the tactical deployment of Supply Chain Systems. Possess excellent communication skills to build confidence and influence both client and project management teams. Ability to lead Safety initiatives and intervene where necessary. Knowledge of Microsoft Office and ERP systems is essential. Degree in Supply Chain Management and/or professional qualification (MCIPS, SCMP, CPM) or related subjects preferred. Good negotiating skills. Self-motivated and enthusiastic.
