About the role:
The Highways and Traffic Management Service is recruiting a highly motivated Traffic Regulations Manager to lead the continued delivery of a wide range of traffic, highways, parking, and public realm improvements. These projects, often of considerable value, will need to be managed from inception through to final delivery, in line with Council procedures. The successful candidate will have a proven track record in leading teams and delivering traffic management projects and parking policies, as well as expertise in issue resolution, progress reporting, risk management, budget control, and ensuring project deliverables are met on schedule.
Key Responsibilities:
1. Manage the effective and efficient development, design and delivery of the functions provided by the Traffic Regulations & Road Safety Policy Team.
2. Lead and project manage the delivery of area-wide traffic, parking, and highway schemes including regulated and controlled parking zones across the borough.
3. Prepare and submit the Local Implementation Plan capital bids to Transport for London and other bidding initiatives. Monitor and report on programme expenditure and submit expenditure claims to TfL.
4. Liaise with and advise all authorities and their agents regarding traffic proposals linked to the staging of events within the borough.
5. Liaise with Transport for London regarding the delivery of the traffic signal and safety camera programmes.
6. Be responsible for making, implementing, developing and maintaining the map-based traffic management order system.
7. Ensure projects reflect the Council's commitment to regeneration initiatives, comply with the council's policies and are consistent with the council's vision.
8. Liaise with stakeholders on issues relating to the delivery of traffic and road safety schemes.
9. Prepare and present reports (including Cabinet and committee reports) and make presentations to council and other meetings.
Qualifications and Requirements:
1. Knowledge of service standards in relation to traffic regulations and engineering services.
2. Understanding of highway, road traffic, parking and planning legislation.
3. Ability to provide professional guidance to Members and Senior Management.
4. Ability to present reports of a contentious nature to a large audience.
5. Should possess political awareness and an understanding of the democratic process within a Local Authority environment.
6. Possess the necessary skills for dealing with enquiries and complaints from road users and residents.
7. Ability to promote and encourage innovation and excellence within the Section.
8. Evidence of previous experience in leadership within Traffic Regulations & Road Safety Policy.
9. Degree in civil engineering (or similar) and subsequent proven industry record.
