Clean Planet Energy (CPE) has an opportunity for an Asset Operations Director (Waste-to-Energy).
As Asset Operations Director, you are responsible for ensuring CPE’s global network of Waste-to-Energy & Petrochemicals feedstock process plants (ecoPlants) are operationally ready to run and do run without a glitch, as well as chalking out strategies to improve productivity and efficiency, with the goal of reducing operational overheads and improving business profitability, among others, without detriment to health, safety and environment.
You will be responsible for the overall success of our ecoPlants operations, ensuring effective processes and practices are in place to achieve business success, employee success, and compliance with all applicable local and international health and safety regulations. The ideal candidate will be responsible for developing and leading a strong and effective plant operations and maintenance management team, and for developing and maintaining a culture built on safety-first and mutual respect, empowerment, ownership and accountability. The Head of Asset Operations plays a critical role in the success of the company, being an engaged leader and possessing strong operations acumen.
As Head of Asset Operations, you will also be responsible for the ecoPlants’ operational readiness and assurance (ORA), providing Operations (Operability & RAM) inputs into all phases of ecoPlant development projects, ensuring that operability, maintainability, and integrity of the assets meet the required standards and project specifications. You will also ensure the alignment of the ORA activities and deliverables with the project execution schedule, among others.
This role reports to the CTO, but will also report to the CEO, company Board and Leadership as may be required.
The Asset Operations Director will be responsible for the oversight of a portfolio of global ecoPlants from operational and management stand point. The overall responsibility is to, among others, maximize the value of the Company’s operating assets (ecoPlants) by (i) providing oversight of operations management to maximize net operating income and (ii) working with operations and management to implement an efficient, effective, and safe plant operations and management program. Specific position duties and responsibilities include but not limited to the following:
Direct day-to-day operations:
* Develop and sustain a culture of “safety first” across the entire ecoPlants operations.
* Develop and implement plant-based operating strategies to create consistent run times and maximize yields and profitability both over the short and long term within the ecoPlants
* Manage the development and deployment of systems to improve asset utilization, ensuring efficient asset life cycle management, Improve plant uptime and production scheduling efficiency while adhering to workplace safety compliance
* Ensure effective processes and practices are in place that result in compliance with government health, process plant and employee safety regulations
* Develop strategies to ensure industry best practices are being used within the ecoPlants to achieve company sustainability targets, including water usage, waste reduction, natural gas and electrical usage
* Monitor and guide the strategic, operational, and safety performance of the ecoPlants
* Provide leadership, management, and strategic direction to asset operations team across the company
* Formulate and lead the overall strategy and direction for value creation and risk mitigation of CPE ecoPlants
* Formulate and make recommendations to the Leadership for short and long- term strategic plans for the ecoPlant asset operations
* Work closely with the business' leadership, project, commercial and other relevant teams to ensure alignment of ecoPlant commercial operations with production and profit targets
* Collaborate with plant leaderships to address issues and ensure smooth operations of the plants.
* Oversee all operations and maintenance activities within the CPE global ecoPlants network to produce results that are consistent with the overall company’s strategy and mission
* Participate in the company’s daily production call and provide updates related to plant production, challenges or issues
* Delegate duties or functions appropriately to plant managers and supervisors and other employees and establish procedures and controls to assure completion of plant objectives
* Provide leadership and processes that results in a high performing plant managerial team
* Manage the development of systems to proactively identify and resolve safety, management, operational etc issues to maintain the integrity of the operating assets.
* Lead/contribute to the setup of new ecoPlants operations post-delivery handover, establishing and executing the plants’ business and operational processes including staffing, operations strategy definition and O&M contractors management where applicable
* Use relevant operations management input, industry analysis/benchmarking, accounting, process plant financial analysis and computer modelling fundamentals to analyse ecoPlants’ operations, business plans and objectives, capital investments for maintenance of upgrades, sales and marketing plans and strategic alternatives.
* Lead the development and implementation of essential risk management and control systems and tools, preserving and enhancing the company's operation assets and reputation
Operational Readiness and Assurance:
* Development and delivery of CPE ecoPlants Operational Readiness Plan
* Champion operability studies during design, engineering, EPC, pre-start-up and conduct operational review post start-up
* Develop all requisite documentation, operations and maintenance procedures required during operate phase
* Develop asset register, facility status monitoring systems, plant information and integrated operations system, and ensure availability of DCS, SIS and other relevant system
* Develop and implement Operations Management systems & processes
* Ensure Documents For Operations (DFO) including Operating procedure manuals, as-built drawings and equipment drawings, operating envelop are developed and available for handover to Operations
* Ensure Operations is represented in FATs and SATs, pre-commissioning and commissioning activities, plant capacity & reliability testing
* Provide operational requirements and assist in resolving design/operation differences with the design engineering and project teams through promoting best practices and lesson learnt from past projects or operating experiences, as well as through the provision of Operations and Maintenance practicality to detailed design/detailed engineering proposals and arrangements
* Ensure operational/maintenance review of all equipment specifications and data sheets to validate Operational requirements are met (sparing requirements, isolation requirements, spare parts requirements, specific training, capacities, pressure ratings, maintainability, HSE Standards, maintenance reference plan etc)
* Ensure OR&A participation in TQs SQs & Management of Change (MoC) proposals
* Delivery and review of CPE ecoPlant's operational management procedures (Startup, Operating, Maintenance, Operational System Check-out Procedures, etc)
* Identify and mitigate issues that could lead to delays and unnecessary operations costs
* Contributing to Asset Handover strategy (among other, define project deliverables required for handover of asset and ensure Operations have the capability to operate and maintain the asset from the moment of handover)
* Develop WMS and implementation procedures/tools (Work permits, waste management, ERP, Response Plan, HAZID, etc)
* Ensure development and implementation of IMS (Integrated Management System), AIMS (Asset Integrity Management System) and relevant Operating Procedures and Guidelines
* Support HSE in obtainment of permits and consents approvals to the start up and operating phase from regulators and Country's authorities
* Define and develop training plan/schedule and competences matrix for CPE’s ecoPlants operations and maintenance resources
* Ensure final data books preparation and availability of these before handover to Operations, including the manufacturer information and Operating and Maintenance manuals
* Provide support for plants' safe and smooth, start up and ramp-up to operating levels
* Preparing and monthly update the OR&A L4 schedule including the OR&A and start up reviews
* Issue the OR&A monthly report and relevant dashboard to the Project, Engineering and Management Teams
* Prepare Operations KPIs management procedure and relevant templates
* Support the preparation of Start Up strategy/procedure and definition of Hand Over activities
* Support for maintenance engineering activities (performance standards customization, integrated RAM report, SPIL (Spare Parts Interchange List) and capital spare parts list, life-cycle Maintenance and Inspections Plans, lubricants and greases list, etc)
Qualifications and experience
* Bachelor/Master degree or HND/HNC or equivalent in Engineering/Operations preferred, or discipline specific qualification (Chemical, Mechanical Rotating, Mechanical Static, Civils, etc)
* The ideal candidate applies professional production, engineering, construction, project management, operational management and project delivery principles, practices, and techniques to ensure operational readiness
* Minimum of 15 years in process plants (refining/Petrochemicals) facilities operations, maintenance and asset integrity management, quality and technical assurance systems
* Seasoned operations professional with at least 10 years on-site experience in production/maintenance (OIM, O&M), project execution, field start-ups, and commissioning
* Experienced in implementing OR&A programs for process plants/petchems/refineries
* Experienced in developing operations & technical integrity-related manuals, procedures & guidelines.
* Solid understanding of local and international plant operations, safety, environmental and other applicable laws (OSHA, NEBOSH etc)
