The councils operate in a truly flexible, and hybrid way where the focus is on outcomes not where you work Closing Date: 16 May 2025 About the role and what we’re looking for To work as part of the Technical Services team and take the lead on delivering projects as well as improving service delivery and business development across the team. We’re looking for an experienced project manager and leader who can inspire and support officers. You must be able to work in a collaborative way with colleagues across the council to help to continuously improve the delivery of key tasks and lead on successful high quality, customer focused technical services projects and service improvements. The technical services team manages a broad range of activities including: • Delivering technical projects such as car park improvements, electric vehicle infrastructure, accessible moorings, procurement of grounds maintenance tools and machinery • Management of parks, council owned trees, public open spaces, and play areas • Grounds maintenance teams (grass, hedges, shrub and flower beds) • Cemetery maintenance and burial service • Maintenance of sewage treatment works and design and implementation of flood alleviation schemes • Off street pay and display car parks Main duties and responsibilities The role will support the technical service manager in all aspects of their work including substituting for them, checking and challenging documents and management and leadership of staff across the service team in their absence. Also: • oversee and leading project teams and technical projects including preparing draft documents and business cases in line with council policies. Management of all resources, both human and financial, to achieve project completion to identified goals within identified budgets and time constraints • to manage the day-to-day delivery and performance management of various service specific contracts as stipulated by the service manager – development of KPIs • take the initiative for solving issues and problems and look to constantly challenge and improve the delivery of technical services • being responsible for the day-to-day supervision of employees within your team, including the management of annual leave, annualised hours, sickness and expenses claims and training • work collaboratively with all colleagues across the organisation, and managing key relationships e.g. with partners and other stakeholders The duties may vary from time to time without changing the nature of the post or the level of responsibility and the post holder may also be required to carry out any other duties appropriate to the grading of the post. About you Your essential skills, knowledge, and experience • proven successful project management experience of at least two years and you can show examples of leading others and delivering projects on time and within budget. • ability to ensure strong and robust management of project teams, dealing with multiple projects at the same time • knowledge and experience of change management and good interpersonal skills – ability to support a wide variety of people in a friendly and professional manner through change and improvements • knowledge and experience of procurement rules and regulations and legal contract reviews • knowledge of IT systems such as Word and Excel • able to work positively with contractors through contract monitoring and key performance indicators • good team working skills to liaise with colleagues in Procurement, Property, Facilities, Legal, HR, Technical business support and the existing Parks team. • good knowledge of health and safety requirements • full driving license and access to car Your essential qualifications • Degree qualification or equivalent demonstrable vocational experience in or related to Project Management The benefits we offer • A basic 25 days annual leave per annum, rising to 30 days after five years.
