On 11th September 2024, the Secretary of State for Northern Ireland announced that he would establish an independent statutory inquiry into the murder of Mr Patrick Finucane on 12th February 1989. The Inquiry is being established under the Inquiries Act 2005 to enable the Government to discharge its obligations under Article 2 of the ECHR in line with the 2019 Supreme Court judgment and the Northern Ireland Court of Appeal judgment in July 2024. The inquiry will build upon the previous reviews and investigations which have already been conducted into this case, take specific account of the materials and information provided to and generated by them, and avoid unnecessary duplication of investigation. The Chair of the Inquiry (once appointed) will be supported by a small secretariat, providing administrative and policy support to the Chair and other office holders. The Inquiry is at the very early stages and this role offers an opportunity to make a real impact on the future direction of the Inquiry. As a member of a small team, you will have a varied role on a high-profile topic, working with a diverse group of stakeholders. Its an exciting time to be part of a growing and energetic team with lots of potential for development and growth within this role. One of the most crucial roles will be the management and processing of the material and evidence, much of it of a highly sensitive nature, that the Inquiry will rely on when designing its investigations and making its recommendations. The Head of Information Management is therefore a crucial and pivotal role in the Inquirys success. Please note this appointment will be made subject to HMT business case approvals. Duties and Responsibilities The Patrick Finucane Inquiry is recruiting a G7 Head of Information Management. The role-holder can be based in either the Inquirys Belfast or London offices and will lead on running the information and operational management for the Inquirys investigation and hearings, the publication of the Inquirys findings and subsequent transfer of evidence to The National Archives. The role-holder will also lead the Inquirys data protection strategy and will act as its Data Protection Officer (DPO). The role-holder will also manage a small team tasked with the operational delivery of the Inquirys hearings. This is likely to include both open, public hearings, and closed secure hearings, due to the sensitivity of the Inquirys investigations. The key responsibilities of the role are: lead the Inquirys information management strategy to manage the entire lifecycle of huge numbers of documents, compliant with best practice and with innovation to meet the Chairs requirement to complete the Inquiry as quickly as reasonable thoroughness allows Oversee the procurement and ongoing contract management of the Inquirys eDiscovery platform Oversee the receipt of evidence, disclosure of information to Core Participants and the Inquirys website Advise the Inquiry Solicitor and Secretary on all matters relating to information governance and assurance and data protection Lead the Inquirys approach to training and quality assurance of all matters relating to information management Lead the Inquirys relationship with The National Archives and contribute to senior relationship management with document providers Oversee the small team delivering the Inquirys hearings and providing other administrative and logistical support The role-holder will also need to work flexibly across the wider secretariat team, providing support to the Secretary and Deputy Secretary and working as part of a wider team, often fulfilling tasks and roles outside his or her key responsibilities.
