Brief Description
Who are we looking for?
We are looking for a skilled and experienced Network Technical Head of Telecoms to lead the technical and safety aspects of telecoms engineering assets. This position demands an in-depth knowledge of telecoms engineering as it pertains to the railway industry, along with the ability to align asset management practices with Network Rail's business goals.
The key responsibilities include:
You will provide comprehensive technical and safety leadership for telecommunications engineering assets, ensuring strict adherence to the Network Rail Health and Safety Management System. This includes conducting regular and detailed risk assessments to identify potential hazards, performing safety audits to evaluate compliance effectiveness, and implementing industry best practices to mitigate risks associated with telecommunications operations. In addition, you will oversee the management of the company's Asset Management Policy exclusively for telecommunications engineering assets. This encompasses conducting thorough evaluations and analyses to ensure alignment with Network Rail's operational objectives. Key activities involve optimizing asset performance through data-driven decision-making, ensuring the reliability and sustainability of equipment, and coordinating with cross-functional teams such as operations, maintenance, and compliance to enhance service delivery. Your efforts are focused on not only meeting but exceeding regulatory compliance requirements, ultimately contributing to the improvement of safety and efficiency within the telecommunications infrastructure.
About the role (External)
Every day will be different, but you can expect to be involved in the following activities:
1. Technical Leadership:
o Provide expert technical guidance and leadership in the management of telecommunications engineering assets.
o Ensure adherence to the Network Rail Health and Safety Management System.
2. Asset Management:
o Assume ownership of the Asset Management Policy pertaining to telecommunications engineering assets.
o Facilitate the achievement of Network Rail's business objectives through the effective management of telecommunications assets.
3. Engineering Excellence:
o Lead and motivate telecommunications engineering teams to maintain high standards of performance and compliance.
o Advocate for best practices and drive continuous improvement within telecommunications engineering processes.
4. Stakeholder Engagement:
o Engage in collaborative efforts with internal and external stakeholders to align telecommunications engineering initiatives with overarching business objectives.
o Represent the telecommunications interests of Network Rail at industry forums and technical committees.
5. Regulatory Compliance:
o Ensure that telecommunications engineering activities conform to applicable regulations and standards.
o Contribute to the development of external regulations and standards to safeguard the interests of Network Rail.
6. Innovation and Improvement:
o Champion innovation in telecommunications engineering to enhance safety, reliability, and operational efficiency.
o Effectively implement engineering improvements and manage change in a safety-critical environment.
To be successful in this role, we would like you to have/to be:

* Chartered Engineer
* Member of IET and IRSE
* Recognised leadership capability in telecoms engineering within the railway industry
* Sound understanding of asset management strategies
* Extensive experience in managing telecoms engineering processes, assets, and products
* Comprehensive knowledge of engineering systems, standards, and process integrity
* Proven track record of delivering engineering improvements in a safety-critical or public-facing industry
* Ability to inspire and lead teams
* Resilient with the ability to handle multiple engineering issues simultaneously
