Provider Collaborative Medical Advisor / Clinical Lead

The specific purpose of the post holder is to provide clinical leadership to the MHLDC Provider collaborative ensuring engagement from Clinical leads at provider level and within the Place teams across Cheshire and Merseyside.
The Medical Advisor / Clinical lead will play an integral role in shaping the future of Community based services across Cheshire and Merseyside. Through previous experience, knowledge and skills, the post holder will quickly build credibility with partners to enable the MHLDC Provider Collaborative to further develop high quality, safe services. They will motivate, inspire and work collaboratively to support the transformation and maturing of relationships between Community / MH providers in Cheshire and Merseyside.
The post holder will be committed to delivering the vision of the MHLDC Provider Collaborative and will bring extensive knowledge and experience, sufficient to support the delivery of integrated working and transformational change in a complex and dynamic public sector environment and across organisational boundaries.
Main duties of the job
Provide medical leadership within the MHLDC Provider Collaborative and contribute to the overall vision, direction, and performance with respect to the improved delivery of Community urgent care.
Support development of the provider collaborative strategy and contribute to the delivery of any related ICS strategic objectives.
Work with the provider collaborative Senior Leadership team and partner organisations to develop and implement the provider collaborative work programme.
Work to ensure that efficient and safe pathways of care are developed to optimise clinical care.
Contribute to business cases for new developments.

Job responsibilities
Provide a medical perspective on protocols / pathways related to service improvements.
Provide input to decisions on the medical input required for service developments.
Provide clinical leadership on service reconfiguration within community service providers and with external partners to ensure the clinical sustainability of key areas of work.
Support the provider collaborative clinical governance framework to meet the standards required to monitor any relevant aspects of quality and safety of patient care within provider collaborative portfolio of work.
Review and help manage any risk identification and assessment.
Represent community services and the provider collaborative within the broader clinical governance system of the ICS, attending and contributing to related committees / groups.
Champion the provider collaborative's improvement programme within the ICS.
Work closely with relevant Community operational and clinical leads to ensure that clinical ownership is present and at an appropriate level.
Ensure that the clinical leadership across partner provider organisations is aligned and able to share learning / best practice related to the provider collaborative work programmes.
To actively engage with clinical leads across the ICS to promote the work of the provider collaborative utilising examples of successful delivery of improvement work.

Skills & Attributes
* Detailed knowledge and understanding of NHS Health and Care services at a National, Regional and local level.
* Extensive knowledge of the health, care and local government landscape and a good understanding of the social determinants of health.

Experience
* Experience of working at a senior level within the NHS and considerable senior experience of leading in integrated health and care settings.
* Significant senior level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment.
* Significant experience and track record of managing very senior relationships across multiple partner organisations.

Qualifications
* Be a Clinician registered with a recognised Clinical Professional Body.
* Formal Management Qualification and / or proven and significant leadership experience.
* Project Management Qualification. Be a clinician practicing within Cheshire and Merseyside.
* Evidence of commitment to continuing professional development.
